WALLOWA LAKE COUNTY SERVICE DISTRICT BID REQUEST
Wallowa Lake County Service District is seeking bids for dig-
ging a ditch to house an underground electric line near the
Joseph Lake Lodge to the Joseph Spring Well House.
Sealed bids will be received by Stacey Fregulia, Executive As-
sistant for the Wallowa County Board of Commissioners, until
2:50 p.m., Wednesday October 16, 2019 and the bids will be
opened for review at 3:00 p.m. and presented to the Wallowa
County Board of Commissioners for consideration of award
at the regular Board of Commissioners meeting on Monday
October 21, 2019 starting at 9:00 a.m.

OF COMMISSIONERS, 101 S. RIVER STREET, ROOM

FOR DIGGING DITCH TO JOSEPH WELL HOUSE – TO BE
OPENED ON WEDNESDAY OCTOBER 9, 2019 AT 3:00
P.M.”
NO BIDS WILL BE ACCEPTED BY FACSIMILE OR ELEC-
TRONIC DATA NTERCHANGE.
Successful bidder to execute written contract within 10 days
of notification of award. Any bid shall be for a set fee based
on cost per linear feet of digging. Fee shall include all cost for
work with no additional charges or contingencies. Project to
be completed by November 15, 2019.
Said project will consist of approximately 1200 linear feet of a
ditch two foot deep, and of average width and will run under
Nez Perce, Arapahoe and a service road to Chief Joseph well
house. The ditch will carry an electric line the entire length
of the ditch. The electric line should be bedded at least two
inches below and above the line with ¾ minus gravel.
Wallowa County reserves the right to reject any and all bids
not in compliance with all prescribed public bidding proce-
dures and requirements. Wallowa County further reserves the
right to reject for good cause any/all bids upon finding of the
agency that it is in the best interest to do so.

Store owners like having pets at work

Businesses are usually
operated by people, but at
least two store owners in
Enterprise fi nd the assis-
tance of their pets almost
essential.
Richelle
Chitwood,
who has owned Central
Copy on South River Street
for the past 12 years, has
her 11-month-old golden
retriever, Mr. Brinkley, as a
regular attraction.
She has him there
“because I don’t want to
leave him at home. Because
I own my own business and
I can do what I want,” she
says. “Dogs don’t like to
be left alone and I own the
business so that gives me
that luxury.”
Chitwood says that
Brinkley, although a pup
that might be expected to
run around a lot, is quite
easy-going.
“I think it’s because I’m
with him all the time,” she
says. “It makes him mellow.
...He’s a little leery of young
people but a lot of people
have little kids and they’ll
bring him over, so he gets
used to them. ... They know
he’s a little shy and their kids
come over and pet him and
talk to him.”
Brinkley isn’t Chit-
wood’s fi rst canine assistant.
“Everybody remembers
Odie and Milo,” she says.
“Odie was the one who
roamed around town.”

and decided this was good
enough.”
Simba has gone on an
occasional, unplanned day-
time excursion. Sometimes
he visits a neighboring
shop, and is returned by the
owner. Otherwise, he comes
back on his own power. He
doesn’t stray far. He knows
where he lives.
“He loves people. Usu-
ally, he’ll jump up on the
counter, so they’ll pay atten-
tion to him,” Kellermann
says of Simba, though he
doesn’t get in the way of
sales of clothing and acces-
sories for women, children
and infants. “He has his
own rocking chair where
he spends much of his day
sleeping.”
Both women say their
pets are an attraction to
customers.
Neither Mr. Brinkley nor
Simba had a comment for
this story.

The 11-month-old golden retriever is Chitwood’s constant
companion at the shop.
“Some people come in
just to see the dog; they
don’t want to do business.”
Chitwood says.
While the shop provides
copies, shipping, laminating
and related items, she says,
“The main feature here is the
dog.”
At Deb Kellermann’s
Deb’s Apparel and Gifts on
West Main, just around the
corner, her cat, Simba, is a
constant and popular fi xture.
Kellermann has owned
the shop for 25 years. The
almost 9-year-old orange
tabby has lived in the shop
for more than eight years.
“He lives here. 24-7,”
Kellerman said. “This is his
home.”
“I found him in my barn-
yard, when he was proba-
bly only 3 or 4 days old and
I gave him to somebody,”
Kellermann says. “She had
him for a few months and
... gave him back to me. ...

While Outlaw Motor
Sports (OMS) offers a num-
ber of “fun” ATVs, motorcy-
cles, snowmobiles, etc, they
also know there’s a time to
keep your nose to the grind-
stone. The shop is offering a
“fun” incentive for perfect
school attendance: A new
mountain bicycle manufac-
tured by Giant.
Every
sixth
grader
enrolled in the county’s
three school districts is eli-
gible. The store’s co-owner,
Lorien James, said that she
was getting a vehicle ser-
viced out of town last spring
and noticed about 85 bikes in
the showroom. An employee
told her that the bikes were
incentives to the area’s sixth
graders to strive for perfect
attendance.
It gave James an idea.
After contacting the
county’s public schools in
Joseph, Enterprise and Wal-
lowa, she realized that no
public school sixth-grader
had perfect attendance. Only
four Enterprise Elementary
students from kindergarten
through sixth grade had per-
fect attendance last year.
James and her husband,
Dustin, initially thought
about offering Giant bikes to
all elementary students with
perfect attendance but settled
on sixth grade after talking
with teachers about it.
“Sixth grade to seventh
grade is a huge jump,” James
said. “If you miss a day in
seventh grade, you don’t
miss out on one teacher,
you’re missing out on seven
teachers.”
“I asked our Giant Bicy-
cle rep if they’d be interested
in partnering with us to see if
we could do it county-wide,”
she said.
“I think this will be a
great partnership,” James
said. “I’m hoping it’s some-
thing that builds every year,
so we can pull in different
businesses to get involved in
this.”
