PUBLIC NOTICE IS HEREBY GIVEN, that the Wallowa Coun-
ty Board of Commissioners, acting as the Wallowa County
School District Boundary Board, will be holding a hearing on
Monday June 17, 2019, beginning at 1:00 p.m., in the Thorn-
ton Conference Room of the Wallowa County Courthouse lo-
cated at 101 South River St, Enterprise Oregon.
This hearing will be to discuss a petition brought forth by Mr.
Melvin Stonebrink and Mrs. Dena Stonebrink to move 154.8
acres from Wallowa School District #12 to Enterprise School
District #21.
Meetings and hearings are open to the public. Those inter-
ested in attending are encouraged to do so. For questions,

OF CONSERVED WATER CW-111 AND
ADDITIONAL POINT OF DIVERSION
CW-111 filed by Ken & Bobbie Baker, 81705 Hwy 82, Wal-
lowa, OR 97885, and Perry Johnston, 81703 Hwy 82, Wal-
lowa, OR 97885, proposes to convert approx. 235.6 acres
from flood irrigation to high efficiency pivot irrigation. The
project on the Lostine (aka South Fork Wallowa) is expected
to conserve approx. 1.98 cubic feet per second (CFS) and
353.4 acre-feet (AF) as follows:
Certificate 3153: 1883 Priority; Lostine River; conserving 0.63
CFS and 112.65 AF on 75.1 acres located in SW¼ of Sec. 29,
and NE¼ and NW¼ of Sec. 32, T1N, R43E, W.M.
Certificate 94327: 1883 Priority; Lostine River; conserving
0.75 CFS and 134.55 AF on 89.7 acres located in NE¼ and
SE¼ of Sec. 32, T1N, R43E, W.M.
Certificate 94163: 1882 Priority; Lostine River, conserving
0.59 CFS and 106.2 AF on 70.8 acres located in the SE¼ of
Sec. 32, T1N, R43E, W.M. The applicants also propose the
Foster Ditch as an additional point of diversion downstream
approx. 1.2 miles from the Miles Ditch.
The Applicants propose 100% of the conserved water (353.4
AF) be allocated to the state for instream purposes. The Ap-
plicants propose to change the place of use for 3.3 acres of
Cert. 3153 and 7.2 acres of Cert 94327 to accommodate the
pivot irrigation.
The project appears to be consistent with the requirements un-
der ORS 537.470. Any interested person may submit written
comments for the applications. Comments must be received
within 20 days of the last day of publication, 05/29/2019.

DIRECTORS MEETING
A public meeting of the Budget Committee of the Training and
Employment Consortium, Union, State of Oregon, to discuss
the budget for the fiscal year July 1, 2019 to June 30, 2020,
will be held at Baker County Courthouse, Baker City, Oregon.
The meeting will take place on Wednesday, June 5, 2019 at
2:00 P.M. The purpose of the meeting is to receive the bud-

NOTICE OF PUBLIC HEARING
The City Council invites you to attend a public hearing at Reg-
ular Council meeting on June 18, 2019 6:00 p.m. at the City
Hall conference room.
Charles McDaniel has submitted an application for a Con-
ditional Use Permit to build on the property at 605 Hwy 82.
He wants to build a 10 unit Storage Building used as public
storage rentals for RV, Boats, Trailers, etc... This Property is
zoned Residential but boarders the County property line. The
property size is 5.5 acres. The Building will be 40’ X 120’.
All interested persons are encouraged to attend. If you are un-
able to attend and have a comment, please submit in writing
to the City of Wallowa, P.O. Box 487, Wallowa, OR 97885 or
drop off at City Hall on or before June 18, 2019. The McDaniel
application and City Zoning Ordinance may be reviewed at

Hells Canyon Creek Boat Ramp Repair
Hells Canyon NRA – Wallowa-Whitman National Forest
The Hells Canyon National Recreation Area (NRA) of the Wal-
lowa-Whitman National Forest is preparing an environmental
assessment for the Hells Canyon Creek Boat Ramp Repair
project. The proposed action would authorize repair of the ex-
isting boat ramp at Hells Canyon Creek Recreation Site on the
Snake River.
A notice of the proposed action is available on-line at: https://

tion regarding this action can be obtained from Andrea Holm-

The proposed project is an activity implementing the Wal-
lowa-Whitman National Forest Land and Resource Manage-
ment Plan and is subject to the pre-decisional objection pro-
cess at 36 CFR 218 Subparts A and B.
Specific written comments (§218.2) on the proposed project
will be accepted for 30 calendar days following publication of
the legal notice in the Wallowa County Chieftain. The publica-
tion date in the newspaper of record is the exclusive means
for calculating the comment period. The regulations prohibit
extending the length of the comment period.
Comments received in response to this solicitation, including
names and addresses of commenters, will be part of the pub-
lic record and made available for public inspection. Only those
who submit timely and specific written comments (hardcopy or
electronic) regarding this project are eligible to file an objec-
tion under Section 218.24 (b)(6).
