Members may exhibit only one horse for all classes at
fair. A different horse may be used for: Ground Trainer,
Pony Cart, Horse & Cart, First Year Under Saddle,
Ranch Horse & Gaming. Only one animal per class.
A member may carry more than one animal in their pro-
ject records if more than one animal is owned or leased
by member.
Two members of the same family may use the same
horse at fair.
Record books must be submitted by July 1 if you
want entered in Wallowa Co. Fair 4-H Horse Show.
No wet mares to be shown and no stallions over twelve
months allowed at Wallowa Co. Fair.
Tranquilized animals will not be allowed. (A licensed
veterinarian may tranquilize an animal on the grounds
to prevent property damage or danger to people, how-
ever the animal(s) must be promptly removed.) The
show reserves the right to use appropriate tests to
detect these substances.
Champion and reserve champions of each class
(Showmanship, Western & English Equitation, Trail
and Reining) will have the privilege of competing in
Grand Champion classes. Judge will select a Grand
Champion, Reserve Grand Champion in this class.
Horse Judging may cover: horses, ponies, mules or
donkeys; showmanship; equitation; forage or plants;
grain/feeds; identification and/or multiple choice ques-
tions. A 4-H member may judge in any and all 4-H judg-
ing contests in the project area(s) in which they are
enrolled. County horse judging team qualification,
(members must judge two of the following horse judg-
ing contests: EOLS, Spring Horse Judging, County
Fair) to be eligible. The top two scores will be used to
determine the four person state team.
ALL horse show contestants must enter a showman-
ship class with their fair horse. Each contestant must
use the same horse in both Equitation and
Showmanship.
Leaders meet at 7:15 AM every morning.
No Horses on grounds before 5 PM the day before fair.
Stalls for horses must be cleaned by noon
Wednesday or premium checks are forfeited.
Members shall NOT practice on the trail course set up
for fair. To do so will disqualify the member from com-
petition in the trail class event. Obstacle courses will
be posted.
Conduct and Tack
1. All riding, schooling or grooming of horses at county
fair MUST be done by club member (NOT PARENTS
OR LEADERS). Lifting of saddle only is allowed for
members unable to do so by themselves. Club mem-
bers may assist each other.
2. Horses MUST be kept away from food concessions.
This is considered a health hazard. Violators will be
penalized. No riding on lawn around barns.
3. No riding double. No riding with halters or working
around horses in your bare feet or sandals. No canter-
ing except in designated marked warm-up areas. No
Jumping except with adult supervision. Violators will
be penalized.
4. Members and horses may be excused from the ring at
the discretion of the judge for unruliness, or in his/her
opinion, the member is unable to control animal to
insure safety of others. The Judge may excuse any
horse that in the judge's opinion is unsound.
5. If a bosal or snaffle bit is used on a horse 5 years old
or younger, two hands should be used. When showing
horses 6 years old or older, a proper curb bit is pre-
ferred with one hand on the reins.
6. Tiedowns*, draw reins, barrel reins, roping reins* and
mechanical hackamores are not allowed. Running
martingales are allowed in 1st Year Under Saddle and
Hunter jumper classes. Drop noseband allowed in
English only. Barrel and roping reins allowed in ranch
horse and gaming events only. *Tiedowns are allowed

in ranch horse and gaming classes.
The 4-H member, horse and equipment will be inspect-
ed. This may be done before, or at any time during the
arena or trail performance.
No parent, leader, or spectator shall approach a judge
for any reason unless they first obtain permission from
the 4-H Horse Leaders Association. The 4-H Horse
Leaders Association will arrange an appointment with
the judge at the proper time and place. The 4-H Horse
Leaders Association will be present at the meeting.
The exhibitor may ask the judge to comment on his or
her performance after a class is completed provided
the judge is not judging a class.
ALL horses that kick MUST have a red ribbon in tail.
REQUIREMENTS FOR
ALL-AROUND HORSEMAN
Points for All-Around Horseman will count as follows (only
the points from the performance horse will count for All-
Around): Extra points given for Champion & Reserve
Champion ribbons
Competitor MUST do:
Presentation (at Spring Fair), Judging (at County Fair),
Record Book, Showmanship, Trail and Equitation: English
and/or Western.
And the highest points for one of the following: Reining;
Jumping; Barrel Racing; Key Race; Pole Bending; Figure 8
Race; Flag Race; Dressage; Ranch Horse classes.
High Point Gaming: Competitor must do Showmanship to
qualify. Participant receives points for: Barrel Racing; Pole
Bending; Key Race, NSCA (International) Flag Race, and
Figure-8 Stake Race
High Point Performance Horse will consist of
Showmanship, Western or English Equitation, and Trail.
To Qualify for State Fair
4-H Exhibitors must qualify for participation in the State Fair
4-H Horse Show by earning a minimum combined qualifying
score of 170 points in showmanship and their respective
equitation class (English or western) at their county qualify-
ing activity. This score is based on a possible of 200 points,
100 for showmanship and 100 for equitation. A score of 80 is
the minimum acceptable score in either class. The minimum
qualifying score is non-negotiable. No additional require-
ments other than showmanship and equitation are to be con-
sidered for calculating the minimum qualifying score of 170
points for State Fair participation. For members who ride
multiple seats, the highest equitation score must be used to
determine eligibility. Then, if members have received blue
ribbons in other seats on the same horse, they may ride
those seats as well.
Any Wallowa County State Fair participant who receives a
blue ribbon in Trail or Jumping will be eligible to do that class
at State Fair if participants meet other State Fair require-
ments. Contestants who qualify for State Fair in ground train-
ing or with a non-ridden animal in reinsmanship or precision
driving may also enter in-hand trail if they received a blue rib-
bon in that event at their county fair using the same horse.
Dressage: Contestants who qualify for State Fair in equi-
tation/showmanship may also enter Dressage if they
received a score of 58% or higher on any Training Level Test
or any First Level test at their county fair using the same
horse as used in equitation/showmanship. Gaming:
Members are eligible to participate in State Fair if they have
received a qualifying time in gaming events. Check with the
Fair Office for official times. Precision Driving: Contestants
who qualify for State Fair in equitation/showmanship may
also enter precision driving if they received a blue ribbon in
that event at their county fair using the same horse or pony
as used in equitation/showmanship. Contestants may also
qualify with their non-equitation horse or pony if they
received a minimum combined score of 170 (in precision dri-
ving and showmanship) at their county fair. In addition, the
showmanship score must be 80 points or higher, and the
precision driving score must be 85 points or higher. The
showmanship score can be from their equitation horse or
their driving horse. If contestants are not showing an equi-
tation animal in showmanship, they must exhibit their driving
animal in showmanship.
4-H HORSE HERDSMANSHIP
All 4-H Horse clubs are in the Horse Herdsmanship Contest.
A judge will be conducting an ongoing Herdsmanship con-
test. Contest begins Sunday PM and concludes Tuesday
PM.

4-H HORSE PLEASURE CONTEST
Horses to be shown at a walk jog & lope on a reasonably
loose rein. Horses must work both ways of the ring at all
three gaits. At the option of the judge, horses may be asked
to extend the jog, one or both ways of the ring. Horse should
back easily and stand quietly. Pleasure classes will have no
grand champion classes and will not receive premium.

4-H HORSE FIRST YEAR UNDER SADDLE
OWNER TRAINED
(Must be 2nd year Junior or older)
A Training Journal is required. Members will keep a journal
on training and turn in with their records. Member must
keep a copy of the Journal when records are turned in.
When horses are checked in at fair, members must turn in to
the “Show Office” the copy of the journal from their records
along with a journal kept from when records were turned in
and up to fair.
This class is set up for members that are training a horse
themselves. The owner-trained horse shall not have been
more than green broke (30 days riding) at the time it was
obtained by the member. This class is open to 2, 3 and 4
year old horses.
Judging will be based on the accomplishment of member
according to their age and the age of the animal. Member
must have done all training. Leaders or parents may be
asked to verify training. A trainer or leader may assist or
teach a member, but may not ride the horse, except for brief
disciplinary action. Exhibitor will be questioned by the judge
regarding the horse's training.
This horse must have been trained, ridden and shown
by member only since being obtained by the member.
Members will give the judge a list of maneuvers to be per-
formed, and a maximum of 15 minutes will be allowed.
Judging will be based on the accomplishment of member
according to their age and the age of the animal. Member
must have done all training. Leaders or parents may be
asked to verify training.

First Year Under Saddle
4-H HORSE GROUND TRAINING
Copy of Ground Training Journal must be with records.
Member must keep a copy of the Journal when records
are turned in.
When horses are checked in at fair, a copy of the journal
from their records will be turned in along with a journal kept
from when records were turned in and up to fair. Members
will give the judge a list of maneuvers to be performed, and
a maximum of 15 minutes will be allowed. A list of exercises
that can be done is shown in the Horse Project Advancement
Book. Judging will be based on the accomplishment of
member according to their age and the age of the animal.
Member must have done all training. Leaders or parents
may be asked to verify training. An assistant (club member)
may be used to hold the animal or equipment. Extra time will
be allowed for driving, but needless delays will be penalized.
No stallions over one (1) year of age. No entry in any other
class, except showmanship or in-hand trail. Recognition will
be made according to how well items attempted are accom-
plished. The form for entry must be obtained from the
County Extension office. Horses entered in ground training
should never have been mounted.
For members with horses from foal through 2-year-olds as
of January 1 that have not been ridden.

4-H GREEN HORSE
“Green Horse” five and under will be shown mounted. The
4-H member will be judged on how well 4-H'er and horse
work together as a team. The judge will be using Equitation
Contest procedures explained in the Contest Guide. No
gimmicks shall be used however running martingales are
acceptable. (This class cannot be used as your Equitation
Class).

4-H DRIVING CLASSES
Pony & Cart (13 hands and under)
Horse & Cart (13.1 hands and over)
Contestants may participate with a two or four-wheel cart.
They will be judged on appearance of animal, appearance of
member (neat & clean), equipment, and performance.
Running martingales are acceptable for safety.
