nets arrests for
neglect, more

Law enforcement in Wal-
lowa County arrested two
couples for child neglect and
more.
Enterprise police chief
Joel Fish Jr. said the origins
of the arrests go back to May
2016 when Baltimore Carp-
er, 36, originally from Kalis-
pell, Montana, faced several
charges for theft.
“That ended up as a drug
investigation,” Fish said.
“And that led to Baltimore’s
arrest on a warrant (Feb. 25).”
Wallowa County Circuit
Court records show Carp-
er faces initial charges of
delivery and possession of
methamphetamine, as well
as supplying contraband and
possession of a federally con-
trolled schedule IV substance
for having the opioid pain kill-
er Tramadol.
Carper’s arrest, Fish said,
led to the execution of a search
warrant for 300 N. Spruce St.,
Wallowa, where police made
the following arrests:
• Brandy Straight, 36, for
possession of meth, fi rst-de-
gree child neglect and four
counts of endangering the
welfare a minor;
• Tye Shane Straight,
36, for possession of meth,
fi rst-degree child neglect and
four counts of endangering the
welfare a minor;
And Amanda Renee Carp-
er, 29, for possession of meth,
two counts of fi rst-degree
child neglect and four counts
of endangering the welfare a
minor.
The possession and neglect
charges are felonies, while en-
dangering is a misdemeanor.
The neglect and endanger-
ing charges stem from allow-
ing four children younger than
18 to remain in a residence
where there was drug activity,
including possible selling of
drugs, according to court doc-
uments.
Fish also notifi ed the Or-
egon Department of Human
Services due to the presence
of children, but he did not
know their status as of press
time.
Police booked the Carpers
and Straights into the Umatilla
County Jail, Pendleton, where
they remained as of Tuesday.
Fish and Wallowa County
Sheriff Steve Rogers said their
agencies worked together on
the case, and the investigation
is ongoing.
Fish said he anticipated
more charges for the four sus-
pects.

Farrell Dean Garrett
January 1, 1941 - February 22, 2017
Earl Falconer
June 23, 1931–February 18, 2017
Dean Garrett passed away
in his home on February 22,
2017 at the age of 76. He was
born January 1st, 1941 in
Asotin WA to Bill and Eulene
(Kiesecker) Garrett, who pro-
ceeded him in death.
He grew up on the Grande
Ronde River and later moved
to Anatone WA where he
started school and in the 2nd
grade he relocated to Pome-
roy WA.
In 1958 he moved to Los-
tine where he graduated high
school while living with his Aunt Shorty and Uncle Chet
Lewis.
After graduation, Dean enlisted in the United States
Army. He was sent to Germany, the land of his ancestors,
where he served for his country. When he got out of the
service he returned home to Lostine. Dean worked for var-
ious places in Wallowa County where he retired from the
Wallowa County Grain Growers after 30+ years.
Dean also served as a volunteer for the Enterprise Fire
Department from 1970-1996. He served as secretary and
treasurer for 24 of those years.
He married Caren Lakey in 1965 and had 2 children,
Chad and Todd. They divorced in 1981. In 1984 he married
Janice (Makin) Collins and they had 1 daughter together,
Mallory. He also gained 4 step children, Brad, Kelli, Randy
and Jonna. They were married for 30 years and divorced in
2014.
Dean loved being in the outdoors, hunting and fi shing.
He and his son Chad would hunt the Chesnimnus and Zum-
walt area yearly for deer and elk. His last big adventure was
going on a fi shing trip with his son Todd down on the coast
in 2016. He also loved to go for drives around the area and
tell stories to his kids and grandkids about all his experienc-
es in Wallowa County.
He is survived by his children, Chad (and wife Valerie)
Garrett of Oregon City, Todd (and wife Chris) of Vancou-
ver Washington, Mallory (and husband Julio) Villa of Hood
River and his two younger brothers Darrell and Vernie Gar-
rett of Enterprise and Joseph, as well as numerous grand-
kids, aunts, uncles, cousins, nieces, nephews and friends.
A special thank you to Amber Hillock of Enterprise for
taking care of him these last few months.
At his request, there will be no services but a private fam-
ily burial in summer at the Flora Cemetery.
“Don’t grieve for me, for I am free”
Earl Falconer of Milton-Freewater passed away on February
18, 2017 at Providence St. Mary Medical in Walla Walla at the
age of 85 years. A celebration of life will be held on Friday,
March 3rd at 11:00 A.M. at the First Baptist Church in Mil-
ton-Freewater with Pastor Roland Shanks offi ciating. Inurn-
ment will follow at the Milton-Freewater Cemetery. The family
suggest any donations be made to the charity of your choice
which would help the homeless.
Earl was born in Corning, Iowa. The son of Charles (Char-
lie) Falconer and Velma (Corbin) Falconer. His early childhood
was spent on the farms of Iowa, particularly his Grandfathers
and namesake, he loved him so. The family moved to Oregon
in 1941, moving fi rst to Lostine and in 1943 to Boardman. Earl
on his mandolin and sister Reba on her guitar would perform
for the troops stationed at the Umatilla Army Depot as well as
performing in the Lostine area. The family moved back to Wal-
lowa County in 1945 when Earl’s father Charlie herded sheep
with his cousin Fred Falconer.
Earl graduated from Enterprise High School in 1949, then
enlisted in the US Air Force during the Korean War, serving in
the 18th Fighter Wing. He married Arthene Rose in 1953 and
added 3 children to the family, Melinda, Terria and Bernard. For
many years he was in business with his brother-in-law Elmer
Storm, with the Richfi eld/Arco service station in Enterprise.
Earl married Phyllis Kirkland in 1967 and we added Lori to our
sibling family. Later moving to Pendleton working for the state
of Oregon.
In 1981 he met his match when he was married to Marilyn
(Zigman) Krein and with this union added Zane, Shelli, Kim,
Lisa and CJ to the sibling family.
All 9 of his kids can agree, as said by daughter Lisa, “He was
quick to give advice, sometimes you didn’t want to hear it, but
in the end he was usually right.”
Earl started working as a guard at the Umatilla Army Depot
in 1981 and remained there until his retirement. He and Marilyn
opened an antique store in Hermiston as he loved refi nishing
old furniture. They spent many wonderful times traveling for
their business and enjoying their life together, living in Herm-
iston for 23 years before moving to Milton-Freewater in 2004.
Earl took up painting on saws, particularly painting pictures
of old barns, he enjoyed this as long as his health allowed. Earl
belonged to the VFW, Eagles, Elks and attended the First Bap-
tist Church in Milton-Freewater.
Earl is survived by his wife of 35 years, Marilyn Falcon-
er of Milton-Freewater, Ore.; his children Melinda (Falconer)
Whittimore of Meridian, Idaho; Terria (Falconer) Wallace of
Pacifi c City, Ore.; Bernard Falconer of Vancouver, Wash.; Lori
Ferris of Texas; Zane Krein of Van Nuys, Calif.; Shelli Fullen
of Walla Walla, Wash.; Kim Perry of Milton-Freewater, Ore.;
Lisa Partney of Milton-Freewater, Ore.; and CJ Krein of Las
Vegas, Nevada; his sister Norma Clough of Milton-Freewater,
Ore.; his sister-in-law Lou Mae Falconer of Milton-Freewater;
and 19 Grandchildren and 20 Great Grandchildren and many
nieces and nephews.
Earl was predeceased by sister Reba Falconer Storm and
brother Otto Falconer, grandsons Adam McNeilly and Jeremy
Fullen.

Oregon transgender law
trumps federal changes
The federal government
is expected to reverse ground
on its Title IX guidance re-
garding transgender students
very soon.
Because Oregon has sepa-
rate state law that remains un-
changed, the Oregon School
Boards Association (OSBA)
does not expect the federal
change to have an immediate
effect in this state.
“Oregon schools are pro-
hibited from discriminating
against transgender students
and staff -- that remains un-
changed,” said Spencer Lew-
is, an OSBA member services
attorney.
OSBA is a member ser-
vices organization for more

boards serving school dis-
tricts, education service
