MOCANN United Press Staff Correspondent Soviet Russia apparently Is plan ning an Intensified propaganda campaign throughout the world. It would be conducted through the little ' mentioned Communist Information Bureau, which was founded on. Oct 5, 1947. The work of this organization, better known as the Cominform, Is coordinated, with that of the Russian Communist party, which sends secret Instructions on policy to Communist parties In other countries. There were reports last Septem ber that the Ifremlin intended to1 disband the Cominform. There seemed to be some substance to these reports at the time. But Just before Soviet Premier! Nikolai A. Bulganln and Russian Communist party chief Nlkita S. Khrusohev ended their visit to India they announced that the Cominform would be maintained. There have been indications since then that the Cominform may be strengthened, and the scope of Its work considerably enlarged. The Cominform was founded by the Communist parties of Russia, Poland. Yugoslavia. Hungary. Bul- taria, RomanUt; Czechoslovakia, rahce and, Jtaly... '."Its function was to be a propa ganda center that would lay down th party' Una to the Communist press and radio throughout the wofld. . , ,. . , . But in 1&8 the Kremlin turned the Cominform into a political in strument in lit attempt to purge President Tito, of Yugoslavia. Tito was formally expelled from te'. Cominform. There was no doubt that the Kremlin ibelieved it could wreck Tito. Tito, however, refused to be purged. Instead, his successful de- nance of the Kremlin, all but wrecked the Cominform. . The announcement which Bui ganin and Khrusohev made In New Delhi last Dec. 14 that the Comta form would not be abandoned came as a surprise. The announcement was made in a joint statement by the two Soviet leaders at the end of their visit to India. There seemed to be no reason why the Cominform should be men-1 tinned in such a statement. It has been a pretty anemic institution since Tito rocked it on its heels. It looks as If the Kremlin Intends not only to maintain the Comin form, but to strengthen it as part or Us new cold war campaign. If he doesn't go to Gettysburg this coming week-end, it probably will be the next Friday. The reporters who were at Key West, Fla., with the President thought for the most part that his Sunday press conference added evidence to the feeling in some quarters that he will not run again. One energetic newsman polled the news writers after the confer ence and came up with this re sult: 11 reporters, all seasoned Washington political hands, thought Mr. Eisenhower would not run again; three equally seasoned and trained men thought the President would seek re-election. Since Mr. Eisenhower's heart at tack in Denver last Sept. 24. it has been the popular conception that he has not discussed his po litical future. It turns out now that he has been talking about it with a lot of people, asking questions and posing probabilities but not saying much on his own part. Press Secretary James C.
