McCANX United Pmw Staff Corrmpondmt Sayed Ismail 1-Azhat, prime minister of the Sudan, has decided that he likes independence so much that he must have it right away. Great Britain and Egypt, which had long controlled the Sudan, agreed on Dec. 3 that its people would hold a plebiscite to deter mine their luture. But Azhari announced last week that he intended to proclaim com plete independence immediately. As the result, the Sudans Par liament yesterday proclaimed tie complete independence of the 967, 500 square mile territory and es tablished a republican form if government. There is nothing either Britain or Egypt can do about it, so ap parently a new nation has been born. (UP) Prime Minister Anthony Eden reorganized his cab inet from top to bottom today to1 meet the threats of inflation at home and new Soviet provocations abroad. A key feature of the reshuffle was a decision t6 stress air power in Britain's armed forces at the expenses of the Army, whose au thorized first-line reserve strength was slashed Tuesday from 12 to two divisions. Four major posts and many minor ones -were involved in the reorganization, in which Eden re placed ministers inherited from Winston Churchill with younger men of .his own choic. It is quite a blow to Egypt. Agreement Cancelled One of the chief complaints it-gypt had lor years against Brit ain was that under, what was called a condominium, or joint; control arrangement, Britain ac tually was dominant in the Sudan. In 1951, former King Farouk canceled the condominium agree ment and assumed the title of king of the Sudan as well as of Egypt. But Britain would not consent, and Farouk's proclamation did not stick. Farouk loht his throne In July, 1952. Britain and the new Egyp tian government agreed that the Sudan should have the right to de termine its own future, subject to three-year transitional period. Egypt had expected confidently that the Sudanese would agree to unite with it. In fact, under an agreement which Britain and Egypt signed early this month the Sudan was to hold a plebiscite in which the choice would be complete inde pendence or union with Egypt. Egypt made a big play to sell the Sudanese on the union plan, Some Americans may remember the photograph, published all over one world, showing (Maj. Salah Salem, Egyptian minister for na tional guidance, dancing with Su danese tribesmen in a pair 0 loudly - colored shorts d u r ing a propaganda tour. Favored Union Azhari himself, when he became Premier early in 1954 -as leader of the Sudanese National Unionist Parry, was on record as all in fa vor of Union. But as has happened in other territories like the Sudan, the granting of a little independence ted to the strong desire for more. Dispatches from London and Cairo say that yesterday's action by Azhari and his Parliament is illegal and unconstitutional. But neither Britain nor Egypt seems in position to intermix. Their troops have left and Azhari is in control. Azhari 's dark-skinned, rugged face shows his determined charac ter. Now 53, he was graduated from the American University in Bciryt, Lebanon. He became a school teucher. In 1916 he entered politics as an unconditional Na tionalist to work for indpendence. He served short jail terms in 1918 and 1919 for his activities. .
