Between Christmas and New Molotov May Be Ready to Resign LONDON (UP1 The Kremlin's summoning ot the Supreme Soviet (Parliament) into an extraArdin-l ary third session this year stirred speculation here today that the re tirement of Foreign Minister Vya- cheslav M. Molotov may be im minent. An official announcement in Moscow Friday night said the Su preme Soviet would covene there on Dec. 23. Convening of a third' session in one year was regarded as highly unusual the parlia-l ment usually meets only once a year to rubber-stamp approval of i the policies of the government and Communist Party leaders. The aim is to re move the doubts some doctors still have about the vaccine's safety and effectiveness. Circulars To Parents About 10 days later, the founda tion will begin distributing 35 mil lion circulars to parents of chil dren in areas where vaccine is or will be available. Parents -will be told the vaccine is safe and will be urged to get their children inoc ulated as quickly as possible. Finally, the organization plans where necessary to call on its more than 3,100 chapters and two million year-around volunteers to help re move local bottlenecks in vaccine distribution. O'Connor said he would like to see 28 million youngsters injected between now and next June when the 1956 polio season will be in full swing. "This is a tremendous job," he Saifl in a telephone interview with United Press. 'Even with an all out educational program, I'm afraid we may not achieve our goal if injections are left largely to the individual initiative of par ents as at present. Muss Inoculation Program The foundation is not in the distribution system and will not in terfere with the present voluntary system. But I have been urging every authority I can find to press for a mass inoculation program through the schools, for example. It's only in this way that you can give the number of shots wc should give before next June." Millions of children still haven t received any Salk vaccine. One reason is lagging production. But another big factor has been a sharp slump in demand because of: 1. The shift to the voluntary distri bution system; 2. Some continuing professional doubt about the vac cine's safety, and 3.
