Congress Told To Tear Down News Barriers WASHINGTON (IPr-Capital cor respondent Pat Munroe toid Con gress today it should tear down its own news barriers before as sailing secrecy in the government's executive agencies. "I submit that members of Con gress should clean up their own mess first," said Munroe, corre spondent for a number of newspa pers and chairman of a self-gov erning committee of newsmen ac credited to the congressional press galleries. Munroe filed his statement for inclusion in the printed record ol recent hearings by a House sub committee investigating com- plaints that government agencies sometimes bottle up news. William K. Hutchinson, chief of the Washington Bureau of the In ternational News Service, told the subcommittee INS recommends es tablishment of an impartial coun cil to set standards for official re strictions on government news. Hutchinson, in a statement for the subcommittee's record, said liis news agency does not believe the question of what is to be kept secret can be left in peacetime en tirety to the government's discre tion. "The danger seems evident that if agencies and representatives of government are given discretion of decision on what may or' may not be published, this right of decision may be abused, intentionally or otherwise, for political or private reasons, Hutchinson said. The subcommittee, headed by Rep. John E. Moss (D-Calil), has taken the position it has no juris diction to investigate news restric tions by Congress. It was set up specifically to investigate informa tions policies of the executive agencies. Munroe, filing with the subcom mittee a statement prepared for failings in this field of news, then ism group at the University of North Carolina, maintained how ever that Congress sets the pace for the executive agencies. "If Congress corrects its own delivery earlier before a journal- it will be in a position to criticize the bureaucrat who may want to cover up," Munroe asserted. As an example of the congress sional cover-up Munroe cited se crecy which he said surrounds de tails of official junketing by mem bers of Congress, He also criticized the handling of congressional payrolls. United Press Science Editor NEW YORK (UP)-Somewhat to1 the surprise of everyone, Ameri can men and women are display ing a passionate interest in tran quility. Physicians and the people in the drug - making and drug packaging trade are talking about it. "Why?" they ask, with an air of astonishment. "Who would have thought it!" they comment, with an air of resignation. The passionate Interest is as sumed because no group of drugs ever commanded so much public attention as the comparatively new "tranqullizing drugs" which promise to pie high the profits of; pharmaceutical bouses. If the pub lic wants to know everything about drugs which are said to tranquilizer spirits and minds and demands those drugs, then it must be tran quility it seeks. Dr. Erwin Di Cyan, one of the country's best known consuting t chemists and, perhaps, the most articulate, called, these drugs "psy-' cho-pharmaceuticals" drugs for the mind. Not only is the interest in them 'widespread, he said "the need may even become acute. But the viewers-wit h-alarm and the seers - of - deep - implications need not worry, he added. These drugs arc not going to make "our intensive, culture an impassive one. Neutralizing KftVct "Our interest -in tranquil. zing drugs may be said to be an at tempt to neutralize the vehwnence of today living," he said. "The frantic nature of our activities is due partly to the need to carry our social demands, partly a inaction to the political and social climate and only partly due to the com-i petitive nature of one's work. I "The intensity of our activities today is in a considerable measure a cumulative frenzy drawing from all these areas the social, the environmental and the financial in the framework of which the competitive spirit asserts itsef The resulting disorders in the in tellectual as well as the emotional spheres make the need of psycho-; pharmaceuticals a real one.1 It is interesting but not neces sarily significant that the public's' attention was drawn to the tran- quilizing drugs by their widely publicized power to reduce the rav- ing and violent insane to states of! comparative calm and to keep them calm for just as long as they are given the pills. Now these drugs are becoming more and more available to the sane ma jority of the population, provided it can find. an M.D. to write a pre scription or a druggist to dish them out from under the counter. No Pill Can Do It This writer is in a position to know the views of certain persons of the highest scientific standing in .body chemistry, and psychiatry. Therefore, he knows'they think the! public is fceing "sold" on "tran quil ity-by-piir and that they in tend firing largo -numbers of scl-! cntific Roman candles if the "sell ing" is pushed much farther. The truth is that genuine tran quility is not compounded in any pill or any liquid, they believe. And there is no-drug which acts' curatively on the mind there arc only drugs which slow up the cen tra nervous system in one way or another and thus relieve some ol the more dramatic symptoms of disturbed minds temporarily. The proper medicine for the un- tranquil is to eliminate the things that rob them of tranquility and for the anxious, it is to remove the causes of anxiety. So say these scientists in pointing out that al cohol and narcotics tranquUize, too, for a time and they would be used much-more frequently by many people if it weren't for their extremely unplcusant "side effects.
