BiUm4 u Bmuani ClaM Matter, Jtnnw y I, HIT at tha Pwt Otfie at Bend. Or- axdw AoC of Ibni I, int. 4 The Bend Bulletin, Tuesday. July 12, 1955 New Mirror Pageant Date? '. This suBifention ia not new, but it is worthwhile '. considering twain : '. Why not hold the Mirror pond pageants on a date other than July 4th? One reason for the suggested change is that winter ' has a tendency to linger around the upper Deschutes country until after the Fourth or so it seems. In the ; 16 years the river shows have been hold here, on not more than three occasions did Bend enjoy summery eve- nings for the Deschutes fete. But the major reason being advanced for a change in the traditional Fourth of July -date for the Bend pag eants is Oregon's crowded schedule of Independence day celebrations, in every corner of the state. Consider just a few of these: Albany this year held its annual Timber carnival that included a water show at Wavei ly lake. Molalla held its big "liuckci'oo" over here wo spell .' it "Buckaroo." It was a big-time western show and at- . traded thousands. St. Paul held its annual rodeo, one of the big events ; of its kind In the northwest, in mid-summer. ; Cottage Grove sponsored its centennial celebration ". this year, and it kept many Lane county residents in their homo pastures. ; Klamath Falls, just to the south, sponsored its an ; nual Klamath basin roundup from July 2 to 4, with even ; night performances held. ; Warm Springs held a celebration and rodeo, as did ; Paulina, in our own Central Oregon bailiwick. Devils Lake, on the coast, sponsored outboard motor races, and far to the east Baker held a Sheriff's posse rodeo. Hillsboro had its Happy Days celebration over the ; Fourth of July holidays, and Enterprise sponsored a jun . ior rodeo. Ashland kept its people home with a big old I fashioned celebration. These are only some of the many events held in the Oregon country over Independence day, but they provide proof that Bend's Mirror Pond pagrant faced plenty of competition. Possibly the Bend river show could be shifted to late July or early August. Or possibly the season of the harvest moon could be ' considered. Certainly the chill of approaching autumn . would not be as severe as that of lingering winter. All the boasting by Senate Dem ocratic ieaders on I heir accom- plishmeuls so far can't conceal this fact. And President Kiscnhower's list ing of Hie 11 top proposals on which he wauls more action this session tells onlv half the story of what hasn't been accomplished, Congress lust began to roll in .lune. In the first our months of the session, only 1W nets were passed and siy.ned into lnw by tlu President. Twenty inure wfiv Oregon's most unusual story of tho pnst week: , On the Columbia highway cast of Portland, two tars Hot in a head-on crush. Two persons were killed. Sheriff's officers quickly reached the scene of the accident. Cars massed on both sides. East on the highway moved a car at high speed. It came to a stop as tires squealed. A youth stepped out of the car, walked up to an offi cer and admitted he was traveling in a car he had stolen in Portland. Ho thought tho traffic tie-up at the accident, scene was a road blockade, set to trap him. The Atlantic Ship Hoax A tearful boy of 17 and his sullen pal of 21 have been jailed in New York as perpetrators of a disaster hoax said to be the most costly in Atlantic ocean history. The youths admitted breaking into the radio room of a commercial fishing boat anchored in the New York sub urb of Kast Rockaway and, over a radio-telephone, send ing a disaster call that resulted in a search that cost at least $50,000. There are some factors in connection with the mari time hoax that might be considered weird. The faked disaster report depicted a fishing ship, the Blue Star, as having hit a strange object about I0 miles off the New Jersey coast. Then followed reports that the ship was afire, and that life jackets and boats could not be used because of the flames. The radio message said the crew was stand ing by to abandon ship. The radio voice btvame more and more distraught, 't here was a scream and this electrifying report: MA submarine is surfacing ,'l.r0 yards from us. It is coming alongside. It is proceeding to 'take survivors aboard. It is not an American submarine' Then came tho final message: "1 don't think they will let me talk any more.' What a grotesque story to launch one of the most costly searches in history off tho Atlantic coast! It was a distress story, which if used as the plot for a maritime thriller would have been rejected by publishers. It was just ttK improbable. . ino one win condone the action ol I he youths m broadcasting tho fake disaster report yet it would seem that the Atlantic seaboard, presumably alert 2 1 hours a day in these uncertain times, was asleep. The radio transmitter used in the hoax was capable of being heard as far away as Nova Scotia hut the dis tress messages lasting one hour and 115 minutes, were heard only by a tugboat off New York City, about 50 miles distant. Freak atmospherics? Hardly, Across tho I'nited States. Americans would feel more safe if thc.v knew their outposts were constantly on tho alert, groping into the daylight or the darkness of the Atlantic for cen the faintest radio signal or radar shadow, A costly hoax has revealed that the Atlantic sea board was asleep in the dan ot last. Thursday mornms. signer! in May for total of 48. But .r2 new laws were signerl by the President in June to bring the total for the session to an even UK). The rale for July will be even faster. There is a rrfl-.V) chance the ses sion win run through mc nrsi nan if August. In the final weeks bills will be raining down faster than vou can keep track of them. That the way it always has been and pnibably always will be. President Kisenhower s 1 1 mea sures on which he wants ncnon aren't exactly a "must" list. Leg islative proposals now carry over for action next year. This has been one of the fac tors influencing a slowdown this session. There has been plenty of evidence in both parties of a de sire to wait and make a record in VX-Ak an election year. There has also been evidence of foot dragging on the part of con gressmen who aren't overly enthu siastic about some parts of the Kisenhower program. The president's health reinsur .a nee plan is gelling no place and probablv won't. II was first pr sealed to the JCrd Congress and cold shouldered, then .is now. The s;imc tiling has happened in (he President's proposal for intendments to the Taft-Hartley labor law. Neil her parly is showing any great fondness for the admiuisira linn's power - partnership policy I'his applies tn the Cougar and lohn Pay projects in the North west, in particular. They have hern taken out of the public works bill which rovers 100 per cent federal ly financed protects. The President would like (n gel Cougar and John May authorized1 on the basis of having slate and I'tca interests share construction and operating ensu The idea is that if just a couple of these part nership power proiects could be "started, they would set a pattern tor more. Then is even some evidence, thai congressional majorities have' deUlientely gone out o their way litis session to salml fge the Pies idenl's program. Neither the President nor the congressional leaders went into this phase of the situation in their recent exchange of compliments on legislative achievements or lack of them. The House Democrats' plan Ij put over a $20 individual income tax cut for everyone is a prime example. It would have cut gov ernment revenues by two billion dolars a year, or more. The Senate-led crusade against the President's bond Issue plan for highway construction finan cing, if successful, will increase federal government's direct expen ditures for new roads by an es timated 1.7 billion dollars a year. The House Democrats' last est 1 plan to increase, social security nenelHR tor tne ageo is Hnouier move In the same direction. II would cost only hundreds of mil lions a year, instead of billions, but the effct would be the samp. Alt three of these measures would throw the budget further out of balance, increase the public dobl and so make the Republican fiscal record lwk bad. Perhaps the most effective wrecking of the President's pro gram has been done nn (he mili tary reserves plan which the Pre sident considers vital and the aid to education and school construc tion bills. Rep. Adam Clayton Powrl! CD NY was encouraged to introduce ant iscgregat ion amendments for both proposals. These amendments made the legislation unaevcptablc to Southern Democrats and action was effectively blocked. Australia Tells Birth of Quads BUNDABKRG.
