Korean Envoy Sees War Threat MASON CITY, Iowa (UP) Dr. You Chan Yang, Korean ambas sador to the United States, be lieves Red China will attack and probably take the offshore is lands of Quemoy and Matsu. Yang, here to address a district Rotary conference, said Monday he expects the Communists also to win Formosa and the Pescadores "at the conference table." The ambassador told the confer ence "a bogey man picture of Communists" has weakened our will to resist them. "We ibrget the tremendous su periority of the free world in air craft, naval craft, atomic and hyd rogen bombs and all Industrial resources," he said. "We have let ourselves be pushed back and back by an enemy that couid never do it with force, but has done it chiefly by persuading us to weaken our own will to resist." Yang said crises in Korea, Indo china and the Formosan Straits are all part of a "big overall pat tern" of Communism. "We need not fear it," he said. "We should keep our courage in tact and our minds clear so we can confront it. For only in this way can we hope toturn it back." There were 12 per cent fewer forest fires in U. House Writer AUGUSTA, Ga. (UP) Secretary of State John Foster Dulles told President Eisenhower Sunday that Red China has launched an inten sive buildup of offensive air power opposite Formosa which has "grave implications" for the Unit ed States. Dulles, who visited President Ei senhower at his vacation retreat here, said this country only learned of the Communist air activities in the "last few days" but they had been going on for several weeks. Most congressional leaders re fused to comment immediately on Dulles' disclosures but Sen. Karl E. Mundt (R-SD) said the buildup was "not surprising" and "as Mr. Dulles pointed out, it doesn't mean that an attack is imminent." "Too Delicate" House Republican leaders called Dulles statements "too delicate" for comment. Dulles, who returned to Washing ton Sunday after a two-hour con ference with the President, said the Red buildup was "a consider able intensification and considera bly broader in scope than anything that was known until recently." He and the President discussed the "grave implications" sur rounding the buildup, Dulles said, hut he refused to say whether at tacks on the off-shore islands of Ourmoy and Matsu or on the Na tionalist stronghold of Formosa might be forthcoming. The secre tary of state went on to say, how ever, that the increased airpowcr foreshadows a greater capability" for attack "than we had been aware of a few weeks ago." Other Topics Discussed Dulles also talked with the Presi dent on the Austria-Russia treaty negotiations, the "difficult" Viet Nam situation and the forthcom ing Asian-African conference at Bandung, Indonesia, The recent developments between Austria and Russia make the pros $1095 5 595 $295 s395 SERVICE Phcne 64 is picking on Shultzl" pects of a Big Four meeting "seem ... to be more desirable than would be the case if the Soviet rules had declined to talk over a peace treaty, he said. He declined to say whether any Big Four meeting would be among the heads of state or at the for eign minister level. Dulles said he told the President of "steady progress in the pro gram for bringing into force the treaties for German sovereignty, German entrance into NATO and the creation of a Western European Union." He said the foreign ministers of the NATO council, whom he hoped would meet early next mooth, "would be expected to discuss, and .... advmce concrete plans for new discussions with the Soviet Union." On Viet Nam, Dulles said the central government is struggling to bring about national unity and al though the situation is "difficult (but) present problems are neither unexpected nor insoluble. There is no reason for discouragement." Mr. Eisenhower hoped that the Bandung conference would "heed the universal longing of the peoples of the world for peace and that it will seek a renunciation of force to achieve national ambitions," Dulles sail' Copper Workers Set Wage Terms SALT LAKF (TTV IliPl All unions representing employes of Kennecott Conner Corn, in four Western states agreed here Monday on five wage and contract de mands they will make this summer.
