Israel Reports New Incident TEL AVIV, ISRAEL (UP)-Is- raeli authorities said Monday Egyp tian forces killed two Israeli sol diers and wounded 16 others Sun day in a new incident in the Gaza border area. Tension reached a new high in the area. The Israeli Cabinet which met and discussed the Egyptian border situation Sun day was summoned to a special session to take up the latest inci dent. Israeli authorities said Egyptian forces in the vicinity of the Egyp. tian-held Gaza strip opened fire on an Israeli patrol and shelled' the settlement of Nahal Oz with mortars for two hours. (In Cairo, an Egyptian spokes man giving his version of the inci dent said an Israeli force backed by three armored cars attacked Egyptian posts along the truce lino four miles north of Gaza yes terday but withdrew after a one hour exchange of fire. The United Press has prepared in three parts, but designed for use separately If desired, a report on what the public school segre gation situation is on the eve of those hearings. By AL KUETTNER United Press Staff Correspondent ATLANTA, Ga. (UP) The South has its attention focused once more on the U.S. Supreme Court. On April 11 it begins de termining how to enforce its de cision to outlaw segregation in the public schools. . When the court made the his toric ruling last May, it recog nized the terrific social impact of the decision and delayed enforce ment procedure. Then it invited interested states to offer sugges tions. A number of Dixie states have filed briefs which in general beg for unlimited time to obey the court. On the other hand, the Na tional Association for Advance ment of Colored People is asking for enforcement by this fall and absolutely no later than a year from then. The Situation As a final decision on the issue approaches, this is the situation in the segregated states: 1 Five states Alabama, Geor gia, Louisiana, Mississippi and South Carolina form the bulwark of opposition. Their leaders have decided to abolish public schools and set up private systems necessary, in an effort to get around the Supreme Court deci sion. 2. The races were mixed in schools of St. Louis, a city that was split down the middle during the Civil War, without serious trouble. 3. Except for standby legisla tion, most states are marking time until the Supreme Court writes the final chapter in the segregation case. Should it be a strict one, some special legisla tive sessions may be expected in short order. 4. Throughout the South, Negro; Pilot Rock and Baker. education received a shot in the arm when the court began con sideration of the race issue. South ern states had hoped to convince the court of their determination to provide "separate but equal" facilities for Negro school chil dren. They were engaged In an equalization program which some officials estimate will cost almost a billion dollars when the court decided against them. Much of the program still Is under way. In some states it has slowed pend ing a final verdict. Original States The five original parties to the segregation cases on which the Supreme Court ruled Delaware, South Carolina, Virginia, Kansas, and the District of Columbia will participate in the final arguments. Of these, Kansas and Washing ton, D.C., are well on the way tod voluntary obedience to the court A similar attempt was made in a Delaware town, but the State Su preme Court ruled that, while Del aware schools could integrate if they desired, they could not at present be compelled to do so.
