March 26, 1955 None Can Vote In Belgium's Congo Colony By WILLIAM ANDERSON I'niti'd Press Staff Correspondent BRUSSELS (UP) The Con go, Belgium's vast colony cover ing an area 80 times the size of the mother country is the world's largest geographical unit where nobody can vote. For in this huge belt of largely unexplored territory, inher- ited someffhat reluctantly by the Belgians from King Leopold II at the beginning of the century, the emphasis is on economic and not political development. The no - vote rule applied equal ly to the Congo's 70.000 Eu ropeans as well as its 11,000,000 'Congolese. There are few native intellectu als. But there are thousands of black men whose grandfathers had not even discovered the use of the wheel, who are doing skilled and semi - skilled labor. They en able Belgium to possess one of the richest colonies in Africa today. The Belgians are not ashamed of the word "colony" in spite of the present trend toward less di rect descriptions sucli as "over seas possessions" or "non-autonomous territories." It is still "our colony." And it is ruled from Brussels as such through a governor - general in Leopoldville. He has an, advisory board on which several Africans sit, but the real decisions come from the king, government and governor - general. No Intellectuals Wanted As there is no vole, there are no political parties and no politics. The Congo is administered by some 5,000 European civil serv ants. They often have native as sistants, but few rise above the rank of chief clerk. Tribal law and custom are in force throughout the bush and are only infringed upon hy white law when they concern ritual murder, polygamy or witchcraft. Belgium's aim in the Congo is lo lift gradually the status and living standards of the Congolese until they can be integrated on an equal basis and in a common society with Europeans. Some where along this upgrade-' polit ical responsibility will be intro duced and increased, but not be fore the Belgians think the Con golese are ready for it. When will this take place? Filly years a century, perhaps as the Belgians want no small group of intellectuals trying to pack 2.000 years of European thought and evolution -into the minds of na tives !:..e grandfathers wore cannibals. As a result no Congo lese has ever attended a Belgian university. Few advance beyond high school standards and their education is centered mainly on arts and crafls and not abstracts. A university, however, was opened in the Congo last year. It is being administered by Jesuits from Belgium's own Louvain Uni versity. It can be attended hy both Europeans and Congolese. Its cur riculum is short on humanities and long on physical educa tion and medical degrees. Reply To Critics Education in the Congo is main ly in the hands of the missions which receive government subsi dies. In the cities however, the government has opened non - de nominational schools. At present there are about 4,000 Catholic missionaries and 1.200 Protestant missionaries in the Congo. It is the intention of Cath olic authorities to set up a Con go church as soon as sufficient Congolese are ordained. There are about 600 at present. The Congo workman can be a headache to his employer. Trade unions are unknown in the Congo because mainly it is the employ er who needs the protection. The Congolese is only about one quarter as efficient as a European workman. For this he receives be tween 500 and SO0 francs a month. The Congolese is not lazy, but it is difficult to get him to work for anything beyond, his immediate needs. Once these are satisfied, he is liable to disappear back to his tribe. Critics of the Belgian colorml system are many. Of late many Latin American nations have iashed out at the no-politics pol icy, claiming repression and ISth century thinking. To all this the Belgian colonials reply: Our colony is h'ippv. trouble, free. Education, health and civil ization instilled by Christian prin ciples are advancing hand in hind. Our administration compares fa. vorably with any other in Africa and is liclter thin niovt. Noliody can s-iy today which v;iy the Congo will go. but one thng is sine the Belgians are cimesliy trying t-n advance the Congolese while staying in the Congo and unashamedly making it pay.
