Funds Slashed From Requests For Department By MILTON MAOIUDKIl United Press Stall Correspondent WASHINGTON (UP) The House Appropriations Committee slashed $15,708,500 Monday from funds President Eisenhower re quested to run most of the Interior Department starting July 1, Its $298,271,246 money bill, which also carried funds for several re lated agencies, was cut 4.8 per cent below the $313,353,056 the President had budgeted. The affected agencies got $301, 474,626 for similar functions dr ing the current fiscal year. The bill, sent to the floor for approval, earmarked $207,025,856 for the Interior Department, but this was only the first installment on necessary funds. Money for the Bureau of Reclamation, and for the Bonneville, Southeastern and tions will be included in a later bill. The periling measure covered such agencies as the Fish and Wildlife Service, the Bureau of Indian Affairs, the National Park Service and the Bureau of Land - - Management. The $'J compared with the $1 budget request. Related agencies like the Agil clture Department's National For est Service would get S'J1,2 15.390 under the bill. This represented an increase of $636,690 above bud get requests, reducing the com mittee's overall cut to $15,081,810. The committee also chopped $.", 000,000 out of $7,847,356 in con struction funds sought by the Be reau of Indian Affairs. Here, too, the committee said, "unobligated funds" were available. The committee approved the full $100,000 asked by the depart ment to continue its research into the possibility of developing a low cost method of getting fresh water Irani salt water in sufficient quan tities tor municipal, industrial and agricultural use. Agriculture's Forest Service had its appropriation increased from $X.I,453.000 to $X 1,536.960. Most of the boost was earmarked for fire protection and efforts to control white pine blister rust. .Mineral Rrsorcoi The committe put up ' $250,000 for the department's new "office of mineral mobilization" which was set up to coordinate informa tion and utilization of all minor- lion and tilization of all miner al resources. The Bureau of Mines and the Geological Survey got $18,963,000 and $26,285,000 respectively, the exact amounts requested in the President's budget. Other funds provides were: Bureau of Land Management, $15,700,000. a cut of $200,000: Bu rea of Indian Affairs. $66,510,856. a $5,000,000 reduction; National Park Service. $43,650,000, a $1,000.- 000 cut: Fish and Wildlife Service, $11,387,000, a cut of $218.50. A. S. Monroney suggested Monday an international box score to measure publicly the actual steps taken by any nation toward dis armament. The Oklahoma Democrat said he hoped Harold E. Stassen, Presiden Eisenhower's newly-appointed spe cial assistant on disarmament pro posals, would try to work toward setting up such an international measuring rod for disarmament progress. Monroney said the "box score." would serve as a "thermometer' to measure the "beligerency tern prature" of nations. He said it could show the pro portion of a country's productive efforts toward peacetime consume goods compared to the percentage of production going into military goods. Monroney said such a chart would show clearly which nations were actually doing something about disarmament and which ones were just talking. Stassen was believed sure to give consideration to Monroney s sug gestion since he made a television appeal for suggestions. He asked all Americans for "ideas, suggestions and com ments" that might help him in his new post and admitted that his chief task at least at the start will be "a serch for ideas" in trying to develop a 'basic policy" on disarmament. Stassen denied in a television interview that creation of the new cabinet-lcvl post was a "move away from the United Nations and its disarmament attempts. But he said it was clear that no decisions were being reached at the current London Conference of the U.N. Disarmament Commis sion. The -united States is .taking part in the conferences together with Russia, Fiance, Britain and Canada. Making Stassen's job of cabinet level also should satisfy, at least partially, various groups that for years have urged creation of a Secretary pt Peace to balance the old Secretary of War position, whose duties now are consolidated in that of Secretary of Defense. The United States has been seeking workable disarmament since the end of World War II. It offered at that time to give up its atomic monopoly to a world agen cy . with international inspection This later became the United Na tions plan, but the Soviet Union rejected it. Old Cutlass Has Place, He Says GROTON, Conn. (UP) JlOSt Navy men WOUld ConSidl'1' a Civil War vintage cutlass a use less weapon aboard a submarine, but Capt. Eric L. Barr, Jr., USN (retired), thinks differently. Barr, twice winner of the Navy Cross and wartime skipper of the lubmarine Blueijill, always car ried a supply of these blades. He said they were "mighty valua ble weapons." Now security director of the electric boat division of the Gen eral Dynamics Corp., Barr tells this story of how his crew ot the Bluesill made use of the old swords: "In May, 19-15 when Japanese targets were becoming harder and harder to find, my crew came upon an island the Japs apparent ly had abandoned. "We struck on this idea sub marines had done darn near rv eiything else in the war, why not an invasion!"
