Dr. Strode was a passenger aboard the freighter Hawaiian Rancher, which rammed the Fernstream in a heavy fog. Dec. 19 IPi A sharp drop in the wholesale price of the better grades of beef on the Portland market was noted here Friday. Drops of as much as four cents a pound reflected the current decline of live caftie pikes. Theodore T. Swenson, federal market news reporter, said cluiice beet was selling wholesale for '10 to 45 cents n pound, the lowest in three years. That is 18 cents under the OPS ceiling, he said. Packers had big supplies on hand according to Swenson, but trading was slow and retailers were cautious in their buying. Ilis apparently strong feelings on the subject were brought out when a reporter asked if he would ride up Pennsylvania Avenue from the White House to the Capitol with Eisenhower on inauguration day. Mr. Truman replied with a smile that it will bo the other way around. He said Eisenhower will bo riding with him because he will still be president at that moment. Mr. Truman added that he will not ride back down tho avenue with Eisenhower in the Inaugural parade. He said he would leave the Capitol alone, as n private citi zen. Mr. Truman will not return to the White House. He may go directly to the railroad station to bourn a Ham lor independence, Mo., his hometown. On the duty side of the presi dency. Mr. Truman said he is pre paring state of the union and eco nomic messages for Congress, as well as a budget. The president is required by law to submit a budget within 15 days after Congress convenes. Hut there are no such definite deadlines for the state of the union and econom ic messages. - The Constitution requires that the president shall report "from time to time" to Congress on the state of the union. The law requires that the president's economic mes sage go to Congress at the begin ning of each session. Mr. Truman told his news con ference Unit the only question is whether he will deliver the state of union message in person to Con gress, as he has In the past. Ho said lie hadn't decided that yet. His determination to be presi dent in every way until Eisenhower takes the oath of office also was reflected in ills attitude toward Eisenhower's meeting with Gen. Douglas MacArthur to discuss pos sible moves for peace in Korea. Mr. Truman had said previously that Eisenhower or MacArthur should bring uny peace plans they have to him as long as he Is the nation's chief executive. He said Thursday that he had nothing to add or subtract to his remarks of a week ago. He said then that Eisenhower's Korean trip resulted from cam paign demagoguery and that he didn't believe MacArthur has any new plan to end the Korean war.
