BEND, OREGON SATURDAY, JULY 14. 1951 Cicero Situation Now Controlled, Police Indicate Chicago,-July 14 UPi National guardsmen with loaded rifles and fixed bayonets stood guard to day behind barbed wire at a sub urban Cicero apartment building where disorderly crowds have prevented a Negro' family frofn taking up residence. - A total of 107 persons faced charges today in connection with disturbances by up to 6,000 per sons at the apartment this week. Twenty-three: guardsmen, po licet, and citizens were hurt Thursday night as the crowd threw missiles and iirenrancis which set lwo small fires In the wrecked building. . The guardsmen had complete control of the situation today : with a perimeter of barbed wire strung about the building. Hoodlum Blamed Police roamed the area throughout the night, watching for assemblages of young hood lums, who have caused most of the trouble. . Wherever they found two or more youths assembled without good reason, they were removed to jail. Anyone who could not prove he was a Cicero resident also was taken to Jail. , Altogether, more than 100 per sons were taken into custody dur ing the night and 43 were booked on various charges of unlawful assembly, Inciting a riot, loitering, vagrancy, or disorderly conduct. Col. Clifford - Hodgin, com manding the 500 guardsmen at the scene, blamed the disturb ances on "youthful agitators who, It is apparent, lack proper par . ental supervision." ' Police and guardsmen were co operating closely in taking prompt action against anyone showing the slightest disrespect for authorities. Early today, two youths drove near the guard lines in a car " and shouted profanity at the sen tries.. .: . ' , v Youths Arrested A policeman and a guard lieu tenant jumped into a jeep, chased the car down 22nd street at 50 miles an hour and curbed It. The youths were pulled from their car and taken to police headquar ters. . ' Police said the suburb was "settling down'1 but false rumors were still circulating. Adlai Stevenson called the .' guard into action at the building Thursday when local and county officials reported that they could not cope with the situation. Swiss Building Raid Shelters Berne (lB Every house In Switzerland will have its own air raid shelter,, if the Swiss parlia. ment approves a new govern ment bill. The government proposes that the building of air raid shelters should be made compulsory for all houseowners, public and pri vate ones alike. All rural com- munlties with more than 2,000 inhabitants ' must provide ade quate air raid protection facilities. The government would extend a credit of 50,000,000 Swiss francs (about $11,700,000) to cover 10 Der cent of the building costs, .', The cantons and the communities would contribute another 10 per cent- - ' The other 80 per cent must, according to the proposal, be borne by the houseowners.
