Columbia Basin Bill Contained Many Projects Washington, April 15 (III A public works bill now on the sen ate floor includes $250,000,000 for army engineer project authoriza tions under the Columbia basin program, but no provisions for the programs reclamation fea tures of the program. After five days of debate on the $600,000,000 reclamation fea tures, the senate beat down three attempts yesterday to get them Into Its flood control and livers and harbors bill in some form. Their main opposition came from Chairman Dennis Chavez, D., N.M., of the senate public works committee who said they had no place irt his bill. Immediately following the de feat of the reclamation amend ments. Sen. Warren Magnuson, D., Wash. one of their chief sup porters introduced a separate bill to authorize them. He said he was relying on statements by members of the public works committee that they would like a chance to consider the proposals at hearings. Prospects were slight that the bill would ever reach the senate tloor at this already-rushed ses sion. Basin Account Factor Discussion of its basin account provisions occupied virtually all of the five days' debate. Sen. Guy Cordon, R., Ore., was the leader of the fight against the original senate Interior committee author ization measure. He later spon sored his own amendment to au thorize the 13 reclamation proj ects without the controversial basin account features. Smith Taken by Death Clarence Albert Smith, 38, a resident of Bend for the past four years, died this morning at a local hospital, where he had been a, pa tient two days. He suffered a heart ailment, and had been hos pitalized several times In the past year. The funeral service will be held Monday at 10 a.m. from the Nis-wonger-Winslow chapel, with El der Johnson of the LDS church in charge. The body will be sent to Salt Lake City lor burial. Mr. Smith was a native of Clr- cleville, Utah, He was a member of the Latter Day Saints church. He is survived by his wile, Mar tha P. Smith; his mother, Mrs. Sarah A. Scott said the clay limestone then became a greased roller for the top soil and Irving avenue homes. "The earth is playing chute-the- chute and the homes are in tne game too, Scott said. Scott was sent here by Gov. Douglas McKay when the Astoria city council made a midnight ap peal to the executive to do some thingquick. When Scott got here, 13 homes had been moved to steadier ground by the Red Cross and four homes were crumpled up like firewood. He has recommended that four others be moved in the next few days. Damage Extensive Damage to homes is placed at more than $100,000 and loss to .city streets and public utilities Is ct at $50,000. In addition, the Red Cross estimates its cost to move homes off the hill at $25,000. The city already has spent $13,000. Homes toppled o'er by sliding earth are total losses. On March 30, for instance, the Oscar Abra hnmsnn residence dropped off Its foundations to within inches of the Lawrence Jackson backyard where Mrs. Jackson was digging up flower bulbs. She escaped in jury, but since then her home has been getting a 200-foot free ride with the earth flow. Meanwhile, the earth, like the Mississippi, keeps rolling along.
