Potato Program

American. Farm Bureau federa
tion came up today with its an
swer to the surplus potato proD
lent marketing agreements coup
led with a system of price sup
ports which would vary by grade.
Such a plan, it said, would re
duce potato support costs to a
"fraction" of the present muiu-million-dollar
outlay.
Federation president Allan B.
Kline outlined the proposal In a
letter to Chairman Allen J. Ellen
der, D., La., of a senate sub-committee
which is studying the po
tato problem.
Kline doubted that the new
potato law would work and urged
congress to replace it with the
federation's Plan.
Under its proposal, top-graded
potatoes would be supported at
60 per cent of parity. Poorer
grades would receive proportion
ately lower supports.
The agriculture department has
tried price differentials before,
but not with marketing agree

nation to:
1. Insure the security and
equality of minorities.
2. Guarantee the free move
ment and protection of refugees

cross an International border.

3. Punish communal law-break
ers and establish special courts
for this purpose when necessary.
4. Make every effort to recover
looted property.
5. Establish an agency to re
cover abducted women.
6. Ignore forced conversions.
7. Establish an inquiry commis
sion to determine the extent of
recent violence in east and west
Bengal, Assam and Triupra.
8. Punish rumor-mongers.
9. Prevent propaganda that
might Incite war between the na
tions. 10. Appoint a minister from
each government to remain in
the affected areas and "inspire
confidence."
11. Appoint a minority repre
sentative to the state cabinets of
east and west Bengal and Assam.
12. Establish a minorities com
mission in east and west Bengal
and Assam to observe the imple
mentation of the agreement and
report back to the central govern
