MARCH 3.1950 Drive to Cut Federal Tax Power Given Consideration Chicago U" An expert pre dicts that six state legislatures may within the next lew months pass resolutions calling for a con stitutional limit on federal tax powers. Frank E. Packard, director of the Western Tax council, said the legislatures are those of New York, Carolina, Virginia, Mary land, California and Louisiana. Packard is a retired tax attorney. The tax council is an 11-year-old organization of business men and labor leaders who want to amend the constitution and limit federal income taxes to 25 per cent. The present top limit is 82 per cent. Packard told the United Pi-ess that to date 19 states have passed resolutions asking congress to present such an amendment to the people. 14 States Needed If the six states follow suit this year and eight more in 1051, con gress will have to act, Packard said. Action by only 32 states is needed to propose the amendment. Whether New York and the five other states act, Packard said, de pends upon how much-taxpayers in the states would like to see the job done. The legislatures of New York, South Carolina, Virginia and Maryland recently convened, and California and Louisiana will do so in May. Packard said the tax council has alerted all of these states and it is now up to them to contact the legislators Clubs Enlisted The council has corresponded with Kiwanis, Lions and Rotary clubs, the League of Women Vot ers, American Legion posts, chambers of commerce, civic tax payer organizations and many in dividuals. N.Y., March 3 IP Police today arrested the four bandits who were routed in tears from the Maybrook bank by a cussing church elder who Ignored the bullets they shot at him. Police rounded up the four In ept youths within 12 hours after they crawled out the door of the one-story bank yesterday, stum bled blindly to their stolen car, and headed for the countryside. They turned out to be four young hoodlums from Brooklyn, N.Y., who cased the Maybrook National bank as a soft touch, but found their country cousins were protected by big city meth ods. The bullets they fired at Cash ier Charles Crist, 59, a mild-mannered church elder, spattered on shatterproof glass around his latures would make It a law. Packard listed the following states as those which have passed resolutions: Wyoming, Rhode Is land. Mississippi, Iowa. Maine, Massachusetts, Michigan, India na, Arkansas, Delaware, Pennsyl vania, Texas, Illinois, Wisconsin, Alabama, Kentucky, New Jersey, New Hampshire and Nebraska. Police arrested two ' of the youths in the Brooklyn apart ment of a 23-year-old girl just after midnight as they packed six suitcases for a quick trip to Florida. The others were nabbed at a state police road block at nearby Monroe, N.Y., a short dis tance from the bank. State trooper Capt. E. F. Gla sheen identified the four confess ed bandits as: William Teller, 21, an unem ployed presser; Thomas Stokes, 20, a burglar alarm installer; Frank Malfatone, 21, and Paul J. Defiore, 20. They said they are "almost cer tain to demand pensions" when In negotiations for new contracts next year. The ILWU said it had 1,000 members 65 years of age or older, or nearly 10 per cent of the mem bership. ' "These men are doing heavy physical labor and should be elig ible to retire if anybody is elig ible to retire. But they cannot live on the outrageously low pensions now payable under the federal act. ' "The ILWU and the MCS would rather have adequate pensions provided by law, than pension plans won by collective bargain ing.
