Will Be Observers Cole said his three-man board, created Monday after the miners went on a full-fledged strike, "will not participate directly in the con ferences except as observers. The agreement to resume nego tiations came after Lewis inter rupted testimony by George H. Love, chief negotiator for the northern and western operators, to accuse him of uttering a "dirty, deliberate and infamous lie." Lewis' outbreak occurred when Love quoted Lewis as having told the coal operators some time ago that "I have 400,000 coal miners in the palm of my hands." Neither side was hopeful that the new negotiations would prove fruitful. Love told the board not to "get your hopes too high."
