to bring out a no-shift device "by
summer," while Plymouth has
remained quiet on the subject.

Causing Arrests

American Bases
In Japan Topic
For Discussion
Tokyo, Jan. 6 HPi The question
of American bases in Japan after
a peace treaty is signed will be
the chief topic of discussion dur
ing a week of talks here between
Gen. Douglas MacArthur and U.
S. Ambassador-at-large Philip C.
Jessup, observers said today.
These sources said that Presi
dent Truman's declaration bar
ring American aid to Formosa
has cleared the way for concen
trated consideration of the far
east defense line extending from
Alaska down through Japan- and
Okllnawa to the Philippines.
MacArthur reportedly told a
visiting congressman, Sen. H. Al
exander Smith (R., N. J.), that
the question of Japan's future se
curity should be decided before
the peace conference is called. ;
"Understanding" Goal
Smith said MacArthur wants an
"understanding" before the peace
treaty is signed which can be de
veloped Into an American-Japanese
alliance when occupation
forces are withdrawn.
Responsible British and Aus
tralian sources said they expect
the United State3 will request and
receive bases in post-war Japan.
"My government will not sign a
peace treaty with Japan that does
not provide for continued Amer
ican bases here," one Australian
source said.
Reports from Washington said
there is a dispute between the de
fense and state department on
how the future of Japan is to be
secured after the peace treaty is
signed.
MacArthur is known to- be
against permitting Japan to have
any kind of a military machine,
outlawed by the new Japanese
constitution. Which prohibits an
army, navy or air force. At the
same time, he believes, Japan
must be protected from a possible
aggressor.
Will Visit Japan
Jessup will spend a week in Ja
pan on his way to the Bankok
conference of American far east
diplomatic representatives, which
will open next month.
Formosa originally was on his
itinerary but it was believed that
he might skip the island now in
view of President Truman's state
ment. A member of the Chinese
mission in Tokyo, commenting on
a possible meeting between Jes
sup and Generalissimo Chiani?
Kai-shek, asked: "I wonder what
they could talk about?"

Brannan Plan
Given Support
By President
By Vincent ! Burke
(United Presa Staff Correspondent)
Washington, Jan. C 'IB Presl-'
dent Truman said today the
Brannan plan must be put into
operation to solve farm surpluses
and check the current decline In
farm income.
The president re-endorsed the
controversial farm subsidy plan
in the face of strenuous opposi
tion from two major farm organ
izations and admissions by his
congressional leaders that it has
no chance of passage by this
congress.
Mr. Truman did not mention
the controversial plan by -Its pop
ular name. But, in his economic
report, he told congress exactly
what Secretary of agriculture
Charles F. Brannan has been till
ing the nation for the last 10
months:
More Livestock Goal
1. Producer income from live,
stock must be supported so as to
accelerate a shift in production.;
toward livestock and away from')
the cash field crops which are
piling up surpluses.
2. Present support methods
under which the government re
moves a portion of the supplv of
a commodity from the market to
nold up the price won t work
"satisfactorily" for perishable
commodities, like livestock.
"I therefore urge," Mr. Tru
man said, "that support through
production payments be author
ized." Under this plan the govern
ment would not attempt to peg
the market price. Instead, it
would pay cash subsidies to pro
ducers of perishables to make
up any difference between the
market price and a "support
pric3" farmers "ought" to get.
Drop in Volume
Noted on Market
By Elmer C. Walzer
(United Prong Financial Kttitor)
New York, Jan. 6 (ll'i Leading
stocks rested today as traders
sought out special issues and
groups believed to be behind the
market.
As a result volume fell off
from yesterday's 2,500,000-share
session. Industrials managed to
register a gain of a few cents in
their average while rails and utili
ties receded a bit.
A strong, fairly active market
developed for the sugars when
Cuban growers began to harvest '
the 1950 crop. Several of the su
gar shares reached new highs and
the Cuban railroad stocks rose
with them. Gains in the group
ranged to more than a point.
Liquors met demand with
Schenley at a new high. Coppers
responded to buying in that
group and rose' as much as two
points. Television issues got into
action when Admiral cut prices
on its sets. That stock equaled its
top. Federated department stores
raised its dividend and rose to a
new high to feature the mercan
tiles. Numerous special stocks reach
ed new highs on substantial
gains.
96 Miners Killed
In Russian Shaft
Berlin, Jan. 6 IP The West
Berlin newspaper Berliner Anzei
ger said today that 96 miners
were killed in an accident in the
soviet-operated uranium mines at
Hohentalschacht on Dec. 28.
The paper said a spark from a
carbide lamp fell into a box of
explosives being taken into the
pits on an elevator. The result
ing blast caused the elevator to
plunge to the bottom of the shaft,
killing 72 miners aboard it and
24 other men working at the
bottom.
NO BARGAIN SALE

mosa postmaster put up a notice
that postage rates on Christmas
cards would be higher this year.
He was Immediately swamped by
