Some of Mr. Truman's congressional lieutenants have urged him to take the lead In asking for moderate reductions. House republican leader Joseph W. Martin Jr.,- of Massachusetts, fears that Mr. Truman will offer reduction of such taxes as "bait" to increase personal and corpor ate Income taxes, Martin Intends to press, how ever, for repeal of the excise taxes, and has asked for demo cratic support. It said retail prices "nt most major commodity groups went up slightly. The overall in crease in the cost of living, how ever, amounted to only one-tenth of one Jht cent. As of Nov. 15, the department said, average retail prices were two per cent below mid-Novem ber. ISMS, but stilt 26.5 per cent higher than in June, 19-16, when most price controls were aban doned.
