Democrats Now
Propose Delay
On Labor Law

Influential senate democrats to
day called on the administration
to abandon further efforts to re
peal the Tail-Hartley labor law
until 1951.
The suggestion was made by
chairman Elbert D. Thomas.
Utah, of the senate labor com
mittee, ,and Sen. Hubert H. Hum
phrey, Minn., national chairman
of the new dealish Americans for
Democratic Action.
. Both senators conceded In in
terviews that the present con
gress would refuse to repeal the
Taft-Hartley act outright. But
they were confident that the next
election will result in "over
whelming" fair deal majorities in
the house and senate.
Thomas said he is "against any
further attempts to repeal the
Taft-Hartley act in this congress.
Wait Year, Advised
"I believe we should wait until
the following year when we have
a solid majority, to avoid placing
ourselves in a false position."
He said he is "absolutely con
vinced that the trend in this
country today is to the demo
cratic party.
"In 1951," he added, "we will
have enough real democrats in
the house and senate to write a
satisfactory labor law."
Humphrey said the sentiment
for the fair deal program is
"growing by leaps and bounds."
He predicted that the voters next
year will "elect a congress to see
that it is carried out."
Administration attempts to re
peal the 1947 GOP labor law dur
ing the last session ended in de
feats in both branches of con
gress. Republicans and southern
democrats combined their
strength to block any return to
the old Wagner act.
Thomas said he believes the
Taft-Hartley act is "basically
wrong and cannot be made right
by amendment"
"The original Wagner act was
designed merely to protect labor's
right to organize," he said. "The
Taft-Hartley act is an attempt to
regulate by law the processes of
collective bargaining, which
should be free."
Held Unworkable
Recent decisions by the na
tional labor relations board, he
said, demonstrate that the Taft
Hartley act is "unworkable."
" "The board has been compelled
by force of circumstances to give
the act an extremely 'broad' in
terpretation," he said, otherwise
the working conditions in a num
ber of industries would have de
generated into a state of an
archy." As an example, he cited the re
cent decision that union shop
elections are unnecessary in the
building trades industry. The
Taft-Hartley act, he said, specific
ally requires such elections be
fore a union shop contract can
be signed.
SHIPPING SUFFERS
New York, Dec. 27 ilPi Frank
J. Taylor, president of the Ameri
can Merchant Marine Institute,
Inc., said today that 1949 was less
prosperous than 1948 for Ameri
can shipping because of declining
U. S. trade and rising foreign-
Hag competition.
In a year-end report Taylor
revealed that decrease In exports,
especially Marshall plan aid, de
valuation, and a war-depleted
passenger fk-et were factors in
reducing proms during the year.
Taylor predicted, however, that
in 1950, greater progress will be
made In rebuilding the merchant
marine's passenger fleet, "the
lone deficiency in a well-balanced
fleet."

PAYROLL DECLINES

federal payroll has dropped to its
lowest level since the early days
of World War IL
The civil service commission
announced that on Dec. 1. civilian
employes in the government to
taled 1,38800, the lowest ligure
since April; 1942. It was only the
second time in years that the
payroll dropped below the 2,000,-.
000 mark.
Federal employment dipped be

But the next month, it jumped
