From that point on, they arc In legislative contlict. To preview the 1950 session of congress., the United Press asked senate democratic whip Francis J. Myers, Pa., and chairman Rob ert A. Taft. O., of the senate republican policy committee what they believe the chief issues will be. Their diverging views were most marked on the question of government spending, which the republican minority Is expected to build into one of their major Iss-hmj for the 1950 congressional campaign. Both Taft and Myers gave high priority to civil rights and social security legislation, although Taft gave first place to "the question of deficit spending and whether It snail be met by increased taxa tion or reduced expenses." No Priortirs Myers assigned no priorities to the Issues he listed but he said that a "fundamental job" for the senate would be to test its ability to limit the debate of filibuster ing minorities. In his references to the fili buster, Myers touched on the civil rights dispute, which will Jind southern democrats fighting to block the fair employment prac tice bill supported by many re publicans and northern demo crats. But Myers also noted that the senate had "a lot of filibuster material" in legislation dealing with repeal of oleomargarine taxes, displaced persons, and "basing point" pricing practices as well as the civil rights dispute. Other major issues listed bv Myers Included a bill easing cred it ior "middle incorie housing, ; health legislation (r,ot President Truman's health 'niurance plan), I the senate-approved idfor-edu-; cation bill pending in the house, j extension of the Marshall plan. I government reorganisation, and! excise tax relief. i After the budget issue, Taft! listed "a proper social security1 program," and civil rights. Tait Opposed "Even more important are the) Brannan (farm income) plan.! compulsory medicine and repeal; of the Taft-Hartley law, he said, i "but I assume the administration j will not make a serious effort! to press these." i On these issues. Taft is square- ly against the administration. He I opposed tiie Brannan plan, com- pnlsory health Insurant, ami re peal of the Taft -Hurt ley labor law. Myers said nothing about the Brannan plan or the Taft-Hartley law, hut he had this comment on health insurance: "The proposals for national health Insurance aren't apt to get anywhere until far more mem bers of congress are convinced that we have exhausted all pos sible opportunities to develop ade quate, voluntary health insurance programs." On foivign policy. Myers con ceiled that administration sup porters "have a fight ahead of , us" to renew the Marshall plan.
