Rabin, head of Michigan State's psychology clinic, credits a better economic situation than existed during the lean '30s with giving the modern scholar a rosier out look on life. Despite the comforts afforded by a fatter purse, however, col lege life still is not a bed of roses for the average student, Rabin pointed out. He, or she, still is plagued by such ancient academic thorns as inability to concentrate, disinter est in studies, and pursuit of the opposite sex. Roseburg Milk Strike at End Roseburg, Dec. 23 dfi The 24,000 residenls of the Roseburg, Ore., area could buy milk at their stores today. A one-day strike by 75 dairy men here ended yesterday after noon when they accepted a com promise price increase in milk offered by distributors. The increase was passed on to the consumers. One of the owners of the Umpqua dairy, Herbert Sullivan, said producers would receive the same 90 cents a pound for butter fat, but would be raised from $1.90 to $2.13 per 100 pounds of milk. The milk increase raised the price on a quart of store milk from 20 to 2014 cents and 21 cents for home-delivered milk. Producers had demanded a 10 cent boost in butterfat and' milk prices to $1 and $2, respectively. Prineville School Census Stated - Prineville, Dec. 23 Mrs. Bessie R. .Gittings, secretary of the of fice of Cecil M. Sly, Crook coun ty school superintendent, who has just computed the 1949 cen sus of residents from four to 13 years of age taken for school purposes,, reports that the total of the county for 1949 2,547 shows L347 bovs and 1.227 eirls. Sly ' says that in. the majortty-.of counties oi tne state school cen sus shows girls with a substan tial lead. ' , - The 1948 school census gave 2, 326, or 248 less than on this year. In 1939, the school census for the county showed 1,351, In the city of Prineville the census this year was 2J.55. Last year it showed 1,929. In 1939 the school child population was 922. All North Unit Water Allotted Madras, Dec. 23 All of the 50,000 acres, the maximum to be cos'ered by water of the North unit of the Deschutes project, has been allotted to settlers, it has been announced by Harold J. Eidemiller the district secre tary, who has warned farmers against undertaking any expen sive leveling operations on their places before referring to the dis trict records to ascertain if the property is within their allotted acreage. . Eidemiller cited that recently in two instances settlers had be gun, leveling of land at a sub stantial expense, only to discover that it was without the allotted acreage. In one instance the larid was in. a classification that was not eligible for water. In the other, he said, the tract occupied a high knoll that had been elim inated when bureau of reclama tion surveyors had made their survey. . And It will tuke in nearly $42, 000,000,000 Instcitd of the budget ed $38,000,000,000. Either way it is figured, the deficit is expected to be more than $5,000,000,000. And whether it s good or bad In the long, run, that deficit is one of the reasons economists expect 1950 business to he very good. The federal finances can be to taled up two ways. One shows the total flow of money in and out of the federal government, and results In the higher figures. Nothing Secret The lower totals are derived from adding only things that are more or less "operating" expen ses and receipts. These are the figures usually used offlclully In considering the state of the fed eral budget. But there Is noth ing secret about the higher fig ures. They are compiled by the budget bureau and labeled "re ceipts from and payments to the public." These figures have been largely ignored. But economists increasingly are considering them to be more significant than the regular budget figures. The latest estimates based on this method of computing the cash receipts and payments by the government show the follow ing: Receipts: $41,900,000,000 Expenditures: $47,000,000,000.
