Churchill's Role
In Ultimatum
Still Disputed

two stories of how the "uncon
ditional, surrender" policy for
Germany, Italy and Japan was
established at the Casablanca
conference In North Africa.
The Casablanca conference be
tween Churchill and Franklin D.
Roosevelt, prime minister and
president, took place In 1943. The
editorial said in part:
"During debate in commons
last July, the wartime British
prime minister said that the
terms of surrender were a sud
den inspiration of Mr. Roosevelt,
announced to the press without
previous consultation between the
president and himself.
"Now he has reversed himself,
and, in another statement to com
mons, asserts that the words had
been mentioned, 'probably in in
formal talk, I think at meal
times,' between Mr. Roosevelt
and himself, and that he had sent
a telegram from Casablanca to
the British cabinet in London
apprising it of the intention to
make public such terms.
Held Bad Policy
"He said that the original in
tention had been to exclude Italy,
but that the cabinet felt that the
terms should apply to Italy, also.
"'I feel It my duty,' Mr.
Churchill said in amending his
account, 'to place the true facts
on the record on the journals of
the house, if only In honor to the
memory of President Roosevelt'."
The "unconditional surrender"
demand made upon the enemy at
Casablanca has been challenged
by many persons as bad policy
which had the effect of prolong
ing the war by inspiring Ger
many and Japan to maximum
effort It has been argued that
"unconditional surrender" gave
the enemy little choice except
iu fight to the death and discour
aged peace element; inside enemy
countries.
Several versions of what actu
ally happened at Casablanca have
been published, most of them
agreeing with Churchill's first
account that "unconditional sur
render" was Fi)R's own idea
sprung on all others as a sur
prise. .
Bandits Escape
In Wooded Area
Portland, Doc. 9 (IB "Two
would-be bandits fled into a heavily-wooded
area east of Portland
early Thursday after leading a
sheriff's prowl car an 80 to 90 mile
an hour bullet-studded race for
nearly six miles.
Ten carloads of countv officers
began searching the wooded sec
tion between Rockwood and Os
born roads where the two appar
ently escaped wnen their 1949
Buick -ran out of gas.
Nearly a dozen bullets were
fired at the pair when they sped
away from a cafe at 8744 North
east Sandy boulevard at the ap
proach of the sheriff's car. Depu
ties said a window in the cafe al
ready had been smashed but the
bandits had no time to enter
the place.

carols by Shevlin girls. After the

Two Spokane men reported
Thursday that they saw three fly
ing discs floating down on the
city.
F. L. Wells and Ray Carlson
said they saw .the "round, bright
and shiny objects"' about 10 a.m.
while working on construction of
a house.
"First there were only two of
them," Wells said. "Then another
seemed to drop out of one of the
first two. We watched them for
about 10 minutes and then they
headed south and disappeared."
