OREGON THURSDAY, DECEMBER 8, 1949 Russians Given Uranium in 1943, No Information By John I- Myler (UnlUd Prwi Suit CorTMPOndnit) Washington, Dec 8 Ui What ever Russia got from the United Stales In the spring of 1943. it was not information on how to make an A-bomb or materials -with which to do it. The house un-American activi ties committee has produced evi dence that Russia, a wartime ally, flew 1,420 pounds of uranium i compound out of this country by: way oi me ureal rang, mum., lend-lease depot in March-April, 3.943. But the official Smyth report on the U.S. atomic project shows that this country was not pro ducing atomic explosives, except on an Infinitesimal laboratory scale, until 1944. It was not until the spring of 1943 that the U.S. bomb science laboratory was set up at Los Alamos, N.M., and It was not until the summer of 1945 that the first atomic bomb was put together there. Although the basic scientific knowledge Involved in the bomb had been known to the world since 1939, the detailed data es sential for actual production had not been amassed when the Rus sians got their shipments of uran ium oxide and uranium nitrate. Gave Evasive Eeason The Russians said they wanted the material for medical and metallurgical purposes. Whatever their real reason may have been, here is what the Smyth report says on the status of U.S. atomic knowledge at that time: "In April, 1943, the available Information of interest in connec tion with the design of atomic bombs was preliminary and in accurate. Further and extensive theoretical work on critical size (of the bomb's explosive materi al), efficiency, effect of tamper. method of detonation, and effec tiveness was urgently needed. "Measurements of the nuclear constants of uranlum-235, Plu tonium, and tamper material had to be extended and improved. In the cases of U-235 and plutonium, tentative measurements had to be made using only minute quanti ties until larger quantities be came available. ; "Besides these problems In the oretical .and experimental phys ics, there was a host of chemical, metallurgical and technical prob lems that hardly had been touched. Examples were the purl; and plutonium, and the fabrica tion of the tamper. "Finally, there were problems of instantaneous assembly of the bomb that were staggering In their complexity." f in in ii ii mi , vm 1 Child Wanted, But Not Mother' Los Angeles, Dec. 8 1P Leroy Hedge, who seeks custody of his illegitimate son but refuses to marry its mother, was ordered Wednesday to support the child. Superior judge Thomas J. Cun ningham approved a stipulation by Hedge's attorney under which the 21-year-old GI trade school student must pay Loretta Miller. 17, hospital fees, $30 monthly sup port lor the two-monuvold boy and $225 attorney fees. Hedge seeks custody of the child because he said he was afraid Miss Miller would give the child up for adoption. A court restraining order pre vents the baby from being put out for adoption until January 15, when another court ruling pre sumably will clear up the legal snarl. Judge Cunningham, pointing out that the girl is willing to marry Hedge, said he didn't think the youth came into .court "with clean hands." , Hedge refused to marry Miss Miller for "religious and moral reasons." Insurance Firms Declared Afraid Of Small Business Washington, Dec. 8 U" Dwiulit L. Clarke, president of the Occi dental Life Insurance company of California, said today that now businesses are too bud a risk for insurance firms to finance. Bui, he said, the government might encourage investment in these firms if it cut spending and promised to cut taxes. He made the statement before the joint congressional economic sub-committee seeking ways to provide capiral for small busi ness. Clarke said he would advise in surance firms not "to embark even modestly on the financing of new and untried .undertakings, large or small" because there is "too high a mortality among newly formed corporations." Clarke said that "scores, may be hundreds, of brave, new ven tures died aborning" for every one that proved successful. The insurance business, he said, needs more reliable outlets for its funds.. He called for "increased effi ciency and economy In govern mental operations," to stop up In-' vestments. Another stimulant, he sild, would be "the progres sive reduction of subsidies to In dustries and agriculture." These steps, lie said, "would give promise of an ultimate light enlng of the burden of fixation." At present, lh said, double taxa tion of corporate dividends us wejl as the tux treatment, of capital gains discourages investments.
