KKTCKN TO WOKK Honolulu, Hawaii, Oct. 24 'Hi More than 2,000 CIO longshore men are expected to return to work on the Hawaiian docks to morrow, 178 days after they walk ed out In a wage dispute that cost $100,000,000. Leaders of the union and -of seven stevedoring firms signed a back to work agreement yester day. They sent a letter to Gov. Ingram Stainback asking him to return the waterfront facilities to private ownership. The back to work agreement provided for a progressive wage increase reaching to 21 cents an hour by March 1 and for rehiring of strikers without discrimination. The union agreed to the wage plan Oct. 7. More important to Hawailans, whose pineapple and sugar crops have been held up, the agreement included guarantees by the union against strikes, sltdowns, slow downs or other work stoppages for the next 20 months. Some Issues Remain The negotiators did not settle some fringe issues involving 23 employes of the Mahukona termi nal. The union demanded an 8-cent hour'Li"T, non-stevedoring work and 14 cents for employes engaged In piling and handling bagged sugar or other cargo. Truman (Continued on page 8) did say that "no nation can al ways have its own way. for these are" human problems. And the so lution of human problems is to be found in negotiation and mu tual adjustment." Mr. Truman sought to put his words of friendship into action, because as he walked onto the elaborately decorated speakers' rostrum, he stopped to snake hands with Vishinsky and ex change what appeared to be brief pleasantries. Immediately after Mr. Truman finished. Secretary general Try- gve Lie. accompanied by Chief ar chitect Wallace K. Harrison, slow ly mounted a temporary flight of 46 steps to a platform where the cornerstone rested in its tempor ary position. Thirty feet above the crowd. Lie placed into a stainless steel con tainer a copy of the UN charter, a copy of the universal declaration of liuman rights and a copy of the dedication program "in the name of the peoples of the United Na tions." "It is with a profound sense of the historic significance of this occasion that I proceed to dedicate the cornerstone of the permanent i headquarters of the United Na tions," he said. The steel box was put in posi tion beneath the cornerstone. In his address, the president said the Baruch plan was the only workable plan so far advanced. But along with his emphatic support of the plan, Mr. Truman held out a friendly hand to Rus sia, although he did not mention that country by name. He said he is convinced there are no interna tional problems which cannot be solved amicably through patience, reasonableness and hard work.
