NHA Plan, Claim

ernment pushed Its anti-trust
suit against Oregon state medical
groups today with a charge that
many hospitals suddenly ceased
eooM-rating with the National
Hospital association, a benefit or
ganization. C. C. Been told, general man
ager of the association and a key
government witness, testified in
ferieral court yesterday that the
lack of cooperation followed a
visit to Portland of Dr. Morris
Fishbeln of the American Medi
cal association.
Bechtold said doctors In Clat
sop, Columbia, Douglas. Jackson,
Lane and Marion counties began
to refuse the NHA's services
about 19-13. Earlier, he said. Dr.
Banner R. Brooke, at the time
president of the Multnomah Coun
ty Medical society, wrote Bech
told saying that "for reasons best
known to you" he would refuse
to accept NHA patients. Becntold
asserted that this followed the
1936 visit of Fishbein, editor of
the AMA Journal.
The witness also charged that
in March, 1940, all four hospitals
in the Coquille-Bandon area in
formed him by letter that in the
future they would not treat pa
tients belonging to his organiza
tion. These, he said, were the
Coquille, Bell Knife, Mast and
Bandon hospitals.
The government is attempting
1o prove a conspiracy on the part
o,f the state and eight county med-
feal ussociations to monopolize
prepaid medical care with their
Awn group, the Oregon Physicians
service.

ists with a solution to the puz
zle why does a $10 auto license
cost 510.207
The puzzle goes a bit deeper.
Amounts motorists must pay for
their 1950 license plates will vary
from S5.10 to $14.45. It seems
that the puzzle which has stag
gered motorists is a by-product
of a new system of staggered
renewals. And the common de
nominator to unlocking the puz
zle is 85 cents.
It's like this:
The 1949 legislature upped the
motor vehicle registration fee
from $5 to $10. It decided to
adopt a permanent plate system
with renewals on a staggered
basis in which one twelfth of all
future expirations will occur each
month. To put the plan into op
eration, it was necessary to is
sue the first plates for periods
ranging from 6 to 17 months,
with the fee varving accordingly.
85 Cents Monthly
But the legislators thought it
would be too much of a mathe
matical manipulation to divide
$10 by 17 or 7 or 6. So it de
cided to base the fee for the first
year's plates at 85 cents a month.
So those getting the six-month
special pay $5.10 for their plates,
or six times 85 cents. Those get
ting the jumbo-size 17 month
plate pay $14.45 17 times the So
cents.
And those receiving what ap
peared at first to be the very
blue plate special good fbr 12
months will pay $10.20 or 12
times 85 cents.
Newbry hastened to add that
after the first upheaval of get
ting the new system rolling, fu
ture renewals will be for one
year at the S10 annual fee.
All 1949 plates will expire Dec.
31, same as in other" years. The
staggered system applies only to
1950 licenses, which must be ob
tained before Jan. 1.
