non-criminal nazls.
3. Embark immediately upon a
new soviet-engineered two year
plan.

its people.

be held in Astoria, the capital of
the fish-versus-dam dispute.
The fishermen's assaults on
high dams planned for tne lower
Columbia river were launched at
a Walla Walla meeting of the
committee In June, lSMf.
Then, James Loder, president
of the Oregon wlldlite federation,
said his 20,000 members wanted
delays on the construction of
dams that would damage fish
runs. Don McKerman, Oregon
fish commission biologist, said
the Bonneville dam lisn count
was inaccurate.
The fish groups at that meeting
suggested a 10-year moratorium
on uam building and the power
reclamation adherents countered
witn a proposed 10-year morator
ium on commercial fishing. Both
moratoriums were tabled.
About 25 Astoria businessmen
flew to the Walla Walla meeting
in a chartered plane to protest
McNary and otner lower river
dams then on the drafting boards.
ihe Columbia basin inter-agen
cy committee was established
tnree years ago to co-ordinate Co
lumbia river development. It was
set up by the federal inter-agency

Members of the Columbia basin
committee were designated as one
from the federal power commis

and the Bonneville power admin

The governors of seven states.

Ball of Fire
Seen Near Reith
Pendleton, Oct. 12 till Donald
Worthlngtnn, Keith, Ore., hotel
owner, reported to the civil aero
nautics administration today that
he saw a "ball of fire" streaking
through the sky behind a "moving
light' one mile west of Relth.
Worthlngton estimated that tha
"ball of fire," which he could not
identify, was about a mile off the
ground. He said It caught up to
tne light twice and the second
time there appeared to be an "ex
plosion." Worthlngton said he saw the
phenomenon about 2 a.m. Both
the fiery ball and the light were
traveling parallel to the ground
at a high rate of speed, he said.
