Truman Hopeful Atomic Race Can Be Avoided Washington, Oct. 6 IP Presi dent Truman today expressed hope that Russia's possession of nn atomic explosive will not lead the world Into an armament race. Mr. Truman shrugged off nt a news conference a report that Russia Is expected shortly to sug gest a new plan for control of atomic energy. Me said he doubted that it would be any better than a num ber of other soviet proposals Which were Impossible to accept. As for the Russian atomic ex plosion, the president would not go beyond his statement of Sept. 23 when he announced that this country had evidence of such an explosion in Russia. Now that Russia has an atomic explosive, a reporter wanted to know whether the chief executive thought It would be more possible to reach an agreement with the Russians on atomic controls. Proposition Made He answered by saying that the United States made the most im portant proposition in the history of the world when it offered to turn over atomic control to the United Nations. But, he added, Russia did not see fit to accept. This was the Baruch plan which provided for international control and international inspection with out veto powers. Questioned about the prospec tive new Russian plan, the presi dent said simply that other Rus sian proposals had been unaccept able and he supposed the new one would be no better. Asked Lf he thought this would lead to a world arms race, he said he hoped not. He hoped the world eventually would find complete peace within the framework of the United Na tions and thus make an arms race unnecessary. I DEAD IN WRECK Hood River, Oct. 6 ip E. V. Carson, 30, .
