UNION REJECTS OFFER
St. Louis, Sept. 19 (Ili -Union
officials said today that their "re-
lection" of an offer to settle the
11-day-old Missouri Pacific rail
road strike lot t the door open lor
further necollalions.
The officials, representing 5,000
engineers, firemen, conductors
and trainmen, ' forwarded their
renlv to a railroad proposal lo end
the strike and lot a special presi
dential board decide the contro
verted grievances which caused
the walkout.

Stocks Decline

declined fractions to more than
a point on devaluation of the
pound sterling today and then
retracted part of the loss.
Toward closing time a firmer
tone had developed in many sec
tions of the market and a sizable
group of shares had turned losses
Into gains.
Trading, active for a time, turn
ed quiet. Wall street had been
fearing the complicating results
of devaluation and its first reac
tions to it xvere bearish. How
ever, selling was moderate and
fairly well absorbed.
The street also had to worry
about new complications in toe
steel negotiations and the start
of a walkout in the coal mines.
While stocks were adjusting to
a new world currency setup, Im-
porr commodities also were!
brought into line with what trad
ers anticipated would be lower
prices for many basic materials.
Railroad Issues were hard hit
in some instances, but even this
group came back from the lows.
Utilities with foreign subsidiaries
rose substantially. Gold stocks,
including the American compan
ies, cose, some to new highs.
Steel shares yielded fractions
to more than a point and came
back slightly. Canadian Pacific
rose to a new high in the Canad
ian list on the exchange. Oils
met some support after register
ing losses ranging to more than
3 points in Skelly. Tire issues
retreated and then rallied on pros
pect of cheaper natural rubber.
Issues with international in
their name were at odds with the

scored a small net gain.

Smoke blowing over the city

alarm that sent firemen to Over-
turf butte. No fire was found,

Yesterday there was a general
alarm at 1:23 ap.m. A brush lire,
near the corner of West Seventh
street and Trenton avenue was
threatening nearby houses. Short
ly after 4 o'clock a pumper was
sent out of the city limits to put
out fire in a dwelling on the
Wayne Hamby ranch, Butler
road. The tire had been brought
under control when the iiremen
arrived.
Saturday afternoon, firemen
were called to 1202 Ogden to ex

Cripps himself. In a Sunday
night broadcast revealing devalu
ation to the world, admitted that
devaluation was a desperate gam
ble to seek self sufficiency.
He said the socialist govern-1
ment had fought desperately
against taking this step but had
been forced to it by a steady drop
in exports and breath-taking loss
es In Britain's remaining gold and
dollar reserves.
Arthur Deakin, secretary of the
powerful transport and general
workers union, hinted at labor un
rest by saying that Cripps' pre
diction of only a one per cent In
crease in living costs "must stand
the test of time."
Cripps in his broadcast warned:
1. Inflation was possible if
wages were not held in line.
2. Unemployent was the alter
native to devaluation, and this
may still develop if devaluation
does not work; ,
3. Rising prices and frozen
wages mean a lower standard of
living. Wage Increases must be
stopped for the time being.

Press at noon today that Finance
minister Douglas Abbott would
announced devaluation of the
Canadian dollar..
The source indicated that the
devaluation would be 10 per cent.
But a sharp conflict of views
divided the cabinet on the cur
rency issue, it was learned. It was
for this reason that Canada's de
valuation step was not announced
last night simultaneous with Sir
Stafford Cripps announcement.
