"It provides that thoughtless extravagance in expenses for pleasure or display during a per iod of acute public want or emer gency may be stopped by order of the courts at the Instance of any government or private chari table organization," he explained. "After all, doesn't such extrav agance make Huks of people?" His reference was to the out- tawed Hukbalahap movement in the Philippines, a group in re bellion against the government.
