D. Sexton said today in elaborating a statement he made at this week's commission meeting. The commission earlier voted to In crease local taxi fees. Asa God- dard, representing a taxi service, had protested the new rates. May or Sexton was quoted as saying tnat "no tax increase can De im posed without vote of the peo ple." The commission, It was pointed out, could have passed the rate increase, but final approval of the action would be up to the people at a special election or at the gen eral election, as provided in a charter amendment approved by popular vote last year. Ross Farnham, asked for an opinion by George Simerville, city recorder, ruled today that If the taxi fee Increase proposal were placed to a vote the city's license ordinance would have to be pub lished in entirety. Red Cross Swim Registration Large Registration In the Bend recrea tion department-Red Cross learn-to-swim program has topped ex pectations, with a sign-up of more than 400, Dave Howard, recrea tion director, said today, in an announcement that registration closes tonight. Three-fourths of the signers are beginners, and Howard indi cated that the large number of them may necessitate schedule revision. ' The Instruction schedule will be given tomorrow. ItUSSIAN WHEAT SOUGHT London, July 8 ui Great Bri tain and Russia continued secret trade negotiations here today, but board of trade officials said no agreement had been reached. Britain was understood to be seeking large quantities of Rus sian grain in return for manufac tured goods. Tne talks Between eoara oi trade officials and a soviet mis sion began several days ago after a British food ministry represen tative reached an agreement in Moscow on "technicalities con nected with a grain contract," re liable sources said. Informants said, however, that the Moscow accord was condition ed upon a satisfactory conclusion of the London talks. Sheriff Elliott Hits at Critics Portland, July 8 UF Sheriff Marion (Mike) Elliott of Multno mah county struck out at his critics today, announcing that he planned to "clean up this county no matter what the so-called bosses say." , " . ''They (the bosses are tremb ling in their boots around here now, wondering where I will strike next," Elliott said. Elliott was smarting under criticism that he had acted un wisely in suspending his identi fication bureau chief, Stanley MacDonald. The suspension fol lowed Elliott's charge that Mac Donald misused county equip ment and labor. "You should have seen them when I came through the tax of fice," Elliott said today. Cuthbertson assured the meeting that "no one is more in terested in the success of recrea tion here than I am." "The people are back of the recreation program, too," Rev. Len B. Fishback observed. Ben Hamilton suggested that an emissary be sent to Howard to discuss the matter with him and was told by Mayor Sexton that a similar approach, already made had got nowhere. The chair man gave it as his opinion that a serious mistake could be made "by changing in mid-season," but later declared that "we want to help in every way we can."
