"The report Is no basis for set tlement," said Fred Low Jr., chair ' man ol the union's strike strategy committee. The five-rhan committee ap pointed by Gov. Ingram Stain back last night, recommended a 14-eent hourly wage increase for members ' of the International Longshoremen's and Warehouse men's union. The committee urged an imme diate end to the strike and sug gested collective bargaining to settle minor "fringe Issues." ''In my opinion, after a hasty reading of . these . recommenda tions, the strike strategy commit tee will unanimously recommend Its rejection," Low said. "The re port is clearly not fact-finding. The only hope for settling the dis pute is to submit the facts to an Impartial and binding arbitra tion." , Employers Silent There was no immediate com ment from employers. They- said tney were studying the report. The longshoremen struck seven stevedoring firms in Honolulu to back demands for a 32-cent hour ly wage increase. Long asked tne longshoremen ana tne em Dlovers to "accept the recommen' dations of the report because of the urgency of the situation." He askfkl answers by 9 a.m. Friday. "Think about it a little," he said, when asked if he believed both sides would -accept. "Then tell me which side you think can turn It down." The longshoremen called a meeting of their strategy com mittee today and asked the mem bers of the fact-finding commit tee to appear before it Thursday to explain the basis lor tneir iina- ings. The proposed 14-cent nouny oav increase would raise long-i shoremen's wages from $1.40 to $1.54 an hour. The increase would be effective the day the longshore men return to work, except that eight cents of it would be retro active to March 1. PONTIAC GMC Bond at Oregon Phone 1595 Band Leader Admits Murder Honolulu, June 29 U'i The leader of a cowboy band was held on a first-degree murder charge today for killing a soldier whom he mistakenly believed was court ing his estranged wife, Police said the band leader, Honey Edward Powell, 38, drove to police headquarters witn ms wife, surrendered and signed a complete confession after the slaying yesterday. The army Identified the victim as Pfc. Paul F. Johnson, 25, son of Mr. and Mrs. Charles G. John son, Keyser, W.Va. The shooting occurred In John son's home in the Halawa veter ans' village apartments. Mrs. Powell had moved in there with Johnson's wife after the estrange ment. . . When Powell went to the apart ment yesterday to return a bor rowed guitar, he found his wife and Johnson together in the liv ing room. Police said the couple was "fully clothed and not ro mantically Interested." Powell nevertheless returned an hour later with a .38 caliber pis tol in a mandolin case.
