NOTICE OF BIDS NOTICE IS HEREBY GIVEN that School District No. 1, Des chutes County, Bend, Oregon, will receive bids on the relighting of fourteen class rooms. Specifica tions and additional information may be obtained at the office of the School Superintendent, James W. Bushong. Bids will be opened at 12:00 noon on June 25th. The board reserves the right to reject anv or all bids. SCHOOL DISTRICT NO. 1, I. Cothrell. Clerk. 164-C By Rutherford Poais (United I'rcaa Staff Corrcepundent) Tokyo (Ui The President of the United States in 1860 was an official "corresponding to the chief abbot of the Zen sect of Buddhism in Japan," according to one of the earliest Japanese reports on life among the "west ern barbarians." The author, a member of a 77- man mission which sailed to Washington in 1860 to sign feu dal Japan's first commercial treaty with the United States, re corded his impressions of Amer ica in a newly-published diary. The U.S. warship Powhatan carried the big delegation of top- knotted, robed and sword-bearing Japanese across the Pacific to Hawaii and San Francisco, mak ing the voyage in 50 days. The ship then carried them to Pana ma, where they took their first train ride in crossing the isth mus. Poem Tells It One member of the party com posed a classical Japanese poem to describe the experience: Curious animals, birds and flow ers, Stumps of coconut trees and two or three houses, And the roaring and vibrating train Runs so fast I can't catch sight of the passing scenes. Sixty-eight days after sailing from Tokyo bay, the first Japa nese ever to visit the United States on an official mission ar rived In Washington, where their strange appearance and dress drew crowds of curious Ameri cans wherever they went. The entire procession filed Into the office of Secretary of state Lewis Cass on March 27, 1860, and the next day called on Presi dent James Buchanan and de livered the Shogun's flowery message. The diary author, Juro Kato, concluded that the American president had a spiritual influ ence over Individual Americans that made him more like Japan's top religious leader than the Shu- gun, chief feudal lord In Japan. lhe 77 Japanese dignitaries had completed their single, one hour duty In the United States, but they stayed for six more weeks, sight-seeing in Washing ton, Philadelphia and New York before sailing lor Japan on May 13. Kato had his first photograph taken, visited factories and thea ters. But the flights of gas-filled balloons made the biggest Im pression on the Japanese visitor. He wrote: While In Washington I saw Americans Fly In the azure in what they call balloons ... Not the moon, but a balloon Is high in the sky at dusk. The U.S.S. Niagara, then fho largest American naval ship, carried the returning Japanese around South Africa's cape on a four months' voyage back to Tokyo. Stocks Continue Slow Decline New York, June 17 (IB Stocks declined today In the slowest ses sion since late in August, 1948. The list closed on a net loss for the week of around half a billion dollars, the fourth consecutive week of falling prices. Investors and Wall street pro fessionals alike were reluctant to make commitments In advance of the week end, pending conclusion of the Paris foreign ministers' meeting next week and further developments In current and pend ing wage negotiations In the coal, steel and automobile industries. - There was no aggressiveness among sellers at any time today and sales to 2 p.m. of 360,000 shares were the least for any sim ilar period since last Aug. 17. Yes terday's volume to 2 p.m. was 510,000 shares. - From one economic expert came a bit of advice. Businessmen were told not to overlook the fact that 60,000,000 Americans are still' gainfully employed and that the current recession actually is a backdown from the abnormally high peaks of the post-war period to a more nearly normal level of business activity.
