Prineville Reclamation Meeting Gets Prineville, May 13 A meet ing scheduled here next Monday and Tuesday between the reclama tion committee oi tne cnamDer or commerce and members of the regional staff of the Boise office, u. s. reclamation service, nas been postponed, it was announced today. The conference had been sched uled in order that local interests and bureau officials might arrive, after on the ground study, at agreements on methods of devel oping the Crooked river water shed flood control and reclama tion project. Newell Sends Word Notice of the postponement was received in a letter from R. J. Newell, Boise regional director, who also disclosed that the Co lumbia basin report to which the Crooked river project report, along with other lesser projects, will be supplemental, will go to congress at an earlier date than originally had been announced. The Newell letter stated that all supplemental reports must, -be submitted by May 2U. it was in dicated in a previous announce ment by Michael W. Straus, com missioner of the bureau lo reclam ation, that such submission might be delayed until July 1. Portions of the letter from Newell to the local chamber fol low: . ' "We have not written earlier about arrangements for the dis cussion of the Crooked river mat ters with you because instruc tions from Washington involving procedure on the Crooked river project report, received shortly after Mr.. Torbert's return to Boise, made our plans uncertain. (E. N. Torbert, planning engineer of the regional office, three weeks ago conferred In Portland with Judge A. R. Bowman and H. S; Mersereau, members of the recla mation committee of the local chamber, and at this conference the local meeting was tentatively planned.) . Different Approach Seen 'The instructions received from Washington will now prevent the discussion with you at as early a date as planned. Those instruc tions also necessitate a different handling of the Crooked river project report than had been con templated at eirM.ethtm wyo templated at the time Mr. Torbert talked with you. "Efforts are being made in Washington to schedule hearings on the Columbia basin project this month. Accordingly, the commis sioner has instructed us to sub mit reports on all of the projects by May 20. The report for the Crooked river project, of course, is one of those required by that date. Williams Postponement of the necessity to submit a re port promptly, we have developed the following plan: "The basic report, as explained to you by Mr. Torbert, will present the proposed Crooked river proj ect in' detail with a reservoir at the Prineville site. In my cover ing report, there will be outlined the possibilities for the full devel opment of the water resources of the Crooked river basin, taking full account of and without pred judice to development of all irrig able lands which reasonably can be served in that basin, as dis cussed with you by Mr. Torbert. "I shall further recommend that in authorizing the Crooked river project through action on the Co lumbia basin report, the congress authorize substitution for the Prineville reservoir of a larger reservoir at the Post site, provid ed that certain conditions can be met and can be shown in a report which it will be required to sub mit at the time request is made for the first appropriations to be used for actual construction of the project. These provisions, which I shall specify in my recom mendations, are that the construc tion of the larger reservoir shall be substituted for the Prineville reservoir, only if: Provisions Listed "a. That plan is acceptable to the state of Oregon. "b. That plan will occasion no increase in the allocation of costs to irrigation in the Croked river project, and "c. The benefits of the irriga tion storage in the larger reser voir, which is additional to that required for the Crooked river project, shall exceed the costs of developing that additional storage and of using the water for irriga tion on any ofahe several possible areas where it may be required. . "The showing on these points, as indicated above, would be made in a brief report to be submitted in support of' the request for ap propriations. Should it not be possible to meet all of the stated conditions, then the request would be made for appropriations lor construction of the project with the Prineville reservoir. Bend, Oregon Gilchrist Sends Group to Festival Gilchrist, May 13 (Special) The Gilchrist fifth, sixth, seventh and eighth grade pupils and high school students participated in the Klamath county music festival held May 10, at the Oregon Voca tional school in Klamath Falls. All of the fifth and sixth grad ers in the county sang three num bers and presented six folk danc es. Approximately 800 children made up this group. The combined junior and senior high school students who are en rolled in glee club classes sang five numbers. The combined girls' choruses presented three numbers and danced three pattern dances. He had chest Injuries suffered when his car went out of control Tuesday night on the soft shoul der of a newly bladcd road and overturned. The boy, It was re ported, was driving alone at the time of the accident. Receiving a can at 11:30 p.m.. Ed Goodrich and Buster McKen zie responded' with the Prine ville volunteer fire department ambulance. They returned after the 120-mlle round trip between here and Prineville about 3 a.m. and delivered young Harrison to the hospital. The car, it was re ported, was badly damaged.
