Churchill Claims British Blundered London, April 25 mi -Winston Churchill leveled charges against the labor government toduy that It had blundered in sending war ships up the Yangtze river in China, where they were hit by Chinese communist shore guns that killed 40 men. The general charges were that the ill-fated sloop Amethyst, should not have been sent up the river and that If the trip was absolutely necessary air cover should have been provided. Besides Churchill, other con servative members of parliament and the British press joined In the charges against the government. The government's explanation of the affair will be submitted to the house of commons tomor row when it reconvenes after an Easter recess. Woman Survives 5-Story Tumble Portland, April 25 0P Mrs. Erna Alldredge, 56, today sur vived a five-story fall from her apartment window apparently with only two minor foot cuts and possible internal Injuries. Police said that Mrs. Alldredge dropped from an open dormer window of the Madison park apartment building shortly after 11 a. m. onto an unoccupied au tomobile in a parking lot below. The roof of the car, owned by R. G. Hoover, Oregon City, was crushed by Mrs. AUdredge's tailing body. Richard Bone, who was sitting across the street in a park, said he heard the crash. "I saw her fall on the car," he said. "Then she sat up. She didn't seem to be hurt very bad at all." Mrs. Alldredge was taken to Good Samaritan hospital for treatment of her injuries. Po lice were unable to explain the fall, but-said Mrs. Alldredge re portedly had been in 111 health. Fireman Fights Blaze, Drops Dead Portland, April 25 (lP)Captaln Daniel C. Shaw, 69-year-old vet eran of the Portland fire depart ment, died of a heart attack Sun day while directing the battle against a blazing house. Shaw collapsed while helping to raise a ladder to fight the fire. He died on the scene. Employed by the Portland fire department since 1912, he had been eligible for retirement for several years. Battalion Chief H. E. Simpson said Shaw had been planning to retire in a few weeks. Funeral services will be held Wednesday. Halt in State Unemployment Reserve Seen Salem, April 25 'll'i - Amend ments to the unemployment act adopted by the recenl legislature are expected to halt the rapid up ward trend of the reserve fund, the unemployment compensation commission reports. Fourteen bills proposed by man agement, labor ami the commis sion were consolidated Into an omnibus measure approved In the closing days of Oregon's 45th leg islative assembly after many long conferences. The bill is before Gov. Douglas McKay for signa ture. Contributions from employers will be lessened $4,253.0MI when the new experience rales take ef fect on 1950 pay rolls. Payments to unemployed work ers during the benefit year begin ning next July 1 will be $960,000 greater than under the present schedule, the commission esti mated. Almost Equal Meanwhile ,the commission re ported, benefits and contributions are almost equal at about $10,600, 000 each for the 9 ',6 months of the present fiscul year. The reserve fund Is $5,000,000 under the all time high of $85,770,000 last No vember. Total impact of other changes, mainly In seasonality, experience rating and tax liability, cannot be computed accurately yet, the com mission said. But it added that a preliminary analysis indicates contributions may be lowered still further and the number of sub ject employers may decline slight ly over the next year or two. Ad ministrative costs also may go up considerably because of problems connected with delinquency of small accounts and with determin ing liable employment, the com mission said. Effective ia July The new compensation schedule effective in July, 1919, has a range of from $15 to $25 for frojn six tot 20 weeks nl a. benefit year. That compares to .the present range of $10 to $20 for from seven to 20 weeks. Experience raling is saving $8, 045,000 for 7,279 firms this year, the commission reported, and their further savings under the new reserve ration effective in 1950 would amount to an estimat ed $3,979,000. In addition, 953 otiier concerns would save $274,- 00Q because of lowered reserve j requirements. Some 8,294 employ Icrsers with less than the requi site four years' experience would continue to pay the normal 2.7 per cent tax.
