Merges Districts
Madras, March 5 With the 60
votes cast at the special election
of, the Plains Water district this
week unanimously in favor of
merging that district with the
Deschutes Valley district, indica
tions are that steps will be taken
Immediately toward effecting a
single directorate and manage
ment and bringing about a coor
dination of domestic .water dis
tribution activities that will make
for greater efficiency and econ
omy. ine Deschutes district supply
ing the south half of the North
unit of the Deschutes project set
tlers as well as residents of Cul
ver and Metolius, is the original
project created to gain domestic
water for the rural areas. The
Plains district was organized later
to serve nortn Jefrerson county.
The Deschutes district buys its
water supply wholesale at a rim
side reservoir, whence it is pump
ed by hydraulic and diesel-driven
turbines from the flow of noted
Opal springs near the bottom of
the Crooked river canyon at the
south edge of Jefferson county.
The Deschutes district has been
wholesaling Opal springs water
to the Plains district and to the
city of Madras for its municipal
system.
The Deschutes district last
month at a special election vpted
decisively for merging with the
Plains district. The sentiment of
the elections Is indicative of a
growing trend over Jefferson
county for establishing a single
water system for serving all of
the county. It has been proposed
that the private pumpers at Opal
Springs be bought out, in order
that the single district may con
trol the source of supply.
The city of Madras, which has
been augmenting its supply of
water bought from the Deschutes
Water district by making use of
surplus waters from a well own
ed by the Union Pacific Kallroad
company and used -hi serving lo
comotives at the Madras railway
station, has found that the well
water is of Inferior quality than
that of Opal springs. A mineral
content, it is declared, leaves de
posits in heating systems that has
proved costly for householders
the past year. It was interesting
to observe this week that the
Madras Pioneer, Jefferson coun
ty's only newspaper, editorially
recommended to the city council
that its members lake action to
ward securing adequate supply
of high quality Opal springs wa
ter lor use of residents here.

bonds and commodities moved
higher today , but without any
appreciame expansion in the vol
ume of trading on the "big board."
Todya's price rise in listed
stocks helped the market show
moderate net gain for the week,
in spite of declines in three of
the previous five sessions. Wall
street traced buying in the short
session to the publication of num
erous favorable reports on 1948
earnings, plus a few individual
news items such as the oil discov
ery announced by the Amerada
corporation.
The lack of any real market
volume, however, was said to be a
result of the new uncertainties
rising from the Moscow cabinet
changes and the guesses being
made as to their probable mean
ing In world affairs.
Shortly before the close good
gains were scored in such pivotal
groups as the steels with individ
ual good gainers in the oils and
railroad shares. Steel mills, oper
ating at top speed since Jan. 1,
are in a position to establish next
week all-time highs in both output
and rate of operations, probably
a factor in today's steel share
buying. .
During 1948 the navy and mar
ine corps air reservists flew a
record of 840 pilot hours.
