sandwiched a slow decline. Vol
ume to 2 p.m. mnountcd to only

period since last Oct. 11. This
dullness was Interpreted favorab
ly as indicating lack of selling
pressure, and when the market
failed to fall off more than frac
tionally, some new buying re
turned. According to market experts,
the list ignored Prime minister
Josef Stalin's offer to consider a
nowar pact with the United
States.
General Motors led the market
late in the session and reports
circulated that this giant corpora
tion will report sharply higher
earnings for 191S and raise its
dividend. Other leading motors
firmed with it. Steels were mixed.
Rails also moved irregularly in a
narrow area. Utilities ruled
steady. A few special issues and
preferred stocks registered de
clines ranging to 3 points.
Columbia Bridge
Bill Introduced
Washington. Jan. 31 tin Rep.
Lowell stockman, R Ore., Intro
duced a bill today to authorize
construction of a bridge across
the Columbia river below McNary
dam in Oregon.
Stockman said that with com
pletion of the dam a bridge would
be necessary. 1 le predicted a great
increase in business as well as i
tourist activity in the area. He
said such a bridge would be valu-1
able In maintaining trans-river
transportation in the event of
floods.
Stockman said he had consid
ered, but rejected, suggestions
dint the bridge be built over the
dam. Army engineers advised him
that such a bridge would cost
from $5,000,000 to $6,000,000. The
type of bridge his bill would
authorize is estimated lo cost
a hunt $2,000,000.
The federal government grades
