Travel Passport'
Boosting Morale
Of DP Refugees

the nearest thing to a passport
for thousands of refugees and dis
placed persons.
Officials of the International
Refugee organization describe the
travel document as a boost not
only to the morale of men with
out a country, but as an import
ant factor in encouraging other
countries to accept them.
Every human being must have
a body, a soul, and a passport,"
IRO officials are fond of saying.
The document is a successor to
the Nansen passport, which was
issued after world war I for spe
cial categories of refugees .such
as White Russians and Armen
ians. There are still some 500,000
of these refugees left in Europe
and Asia. They have the right to
exchange their Nansen passport
for one of the new documents if
they so desire.
IRO officials say the new docu
ment is more effective than the
Nansen passport because it guar
antees refugees the right to re
turn to the country where they
were residing when it was issued
to them. Thus a displaced person
who wanted to go to Argentina
from Belgium would be able to re
turn to the latter country if he
wished. The Argentine govern
ment could also deport him if he
proved undesirable. This right
makes nations more willing to ac
cept refugees as immigrants. It
also facilitates their obtaining a
visitor's pass.
Looks Like Real Passport
The document has been made
to look as much like a real pass
port as possible. Although it is of
j little. use without a visa, it gives

Dog owners of Deschutes coun
ty were warned by officials today
that licenses aiv now due. and
were reminded that licenses are
to cost more this year than in
19-18. Licenses in 1949 are to be
S1.50 for males and $2.00 for fe
males. On April 1, the price will
go up to $2.00 and S2.50.
The increase in license rates is
the result of action taken by the
county court, and that action was
directly the result of the heavy
inroads being made by dogs on
sheep, chickens and turkeys.
Damage claims filed with the
county court by farmers this past
year were so heavy that the court
as unable to pay more than 30
cents on the dollar. To provide ad
ditional funds, the court at its
meeting on January 19 agreed on
(he increase.
The state law provides a maxi
mum and minimum for dog li
censes, with municipalities to set
their own fees and handle the en
forcement. Eighty per cent of the
fees are retained by the towns. In
Bend the new county rate has
been adopted and is now eiiec-
live.
In Bend, dog licenses may lie
obtained from the county clerk's
office, the Bend police station or
the city office.
More than 300.000 babies were
bom in New York ciiy during the
past two years.
