Jan. 10 ill'1 Presi dent Truman asked congress to day to raise $5,960,000,000 of ad ditional taxes through new and higher' levies on corporations and individuals. President Truman said in his budget message that the funds would be required to prevent a deficit, to pay off national debt and to pay for expanded social security and health programs. The president had called for $1,000,000,000 of new general rev enue in his message to congress last week. Today he asked for $1.9t;0,OIK),0OO more in the form of larger and new social security payroll deductions. Will Increase Tax lie said the social security tax should be increased on July 1 from one per cent to one and one- .half percent each on employers and employes. The tax also should be applied to nearly 25. 000,000 more people. He said Ihese changes would raise $1,700, 000,000 of new revenue for Un social security trust funds (not ! counted as part of regular gov iernment receipts I. An additional $260,000,000 would come from new I payroll levies for the proposed j health program. Administration officials said Ihe proposed health program would be financed hy a payroll levy of one-hall of one per cent wilh the employer paying one-quarter of one per cent and the employe's pay envelope being tapped for one-quarter of one per cent. This would he in addition Initio social security tax. Details will be set forth in a presidential message ! to congress during the next five or six days. ! Estimate Made I The administration estimates ! Ili.it $2.000.IHIO,000 of the pro. 'posed $4,0(10,00(1.11110 annual in crease in general taxes could be : collected during fiscal 19.it I. This j is based on the hope that congress will approve the increase and make it effective July 1, 1949. I As for Ihe proposed $4,000,(100. j Of H) in general new revenue, Ihe president had relatively little to Isay. He had previously told eon ! gross that the new money should come from corporate tax increas es and from gift and estate taxes. He recommended also that con gress study the possibility of tak I ing more dollars Irom individuals j in the middle and upper income ( brackets. Also, hi- said, some new ! excise taxes "may be desirable." j I'p to Congress j But he continued to leave all I the details up to congress to de-j fide. ! i Mr. Tinman wants to pay off; isome of the government's debt: which now is a bit above $252, ! 000.000,000. Times of high level economic 'activity are good times in which to pay off debts, the president said; it's not sound policy for Ihe government to be in the "red" un j dor such conditions, i He aiso wants a "flexible" tax policy one that could be "adjust ed to the changing needs of busi ; ness and consumers . . ." ! He said receipts from laes on corporations are expected to "in crease substantially" in the fis cal years 194!) and IO.'ill. even a! present rates.
