Meeting of the new congress conjured by all sorts of wild ru mors on legislation to be propos ed for consideration this session. Wall Street was particularly wor ried over higher taxes, believed Imminent. Professional traders, anticipat ing a new deal content in Presi dent Truman's address on the state of the union Wednesday, foresaw a market break when it was delivered. Experts said these nrofessionals sold stock to raise funds for new purchases at lower levels. Their unloading touched off stop-loss orders and the sell ing gained momentum. Heaviest selling occurred near noon when the tickers fell behind for a brief period. Later the sell ing dried up and the market be came more orderly. Some Issues rallied from their lows. Rails, however, were sold in the after noon dealings. Utilities performed best of all and several showed small net gains. Some of the selling came from largo Individual stockholders.
