The report submitted to the full council by the special committee was signed by Kenneth Vadnals, Ralph Hauck and Arthur A. Tuck. Vadnals and Hauck are members of the council and Tuck is the public represenlative. Two Youths Arrested The incident in which the Bend youth alleges he was beaten oc curred after he and Kenneth Dickcrson, also of Bend, and also a minor, were picked up by Chief McKelvey and Floyd Chestnut, state officer, in a routine investi gation of the burglary of the Bak er Feed Co. warehouse. Beer was found in the youths' car and the minors were arrested on a charge of liquor possession. Dickerson was placed in a cell and Bertram was taken into the city council room for questioning. Present were Chief McKelvey. Officer Chestnut and Bertram. Hearing Held At the hearing In Redmond this week. Chief McKelvey said all three were seated near the end of a tabic. He said he asked Jim to stand up, and charged that as the youth stood he directed a blow at the chief's face. McKel vey' said he knocked down the youth's hand. In this action, the chief's watch, a family heirloom, was knocked to the floor and broken. The chief said he then struck the Bend boy In the face, causing him to' fall back into chairs. From that point on, the testimony of the officers and the youth differed. The youth said the attack by the cnicl continued several minutes;, as blows were delivered. Chief McKelvey and Officer Chestnut both declared that the boy was only hit once. The youth maintains that ho suf fered a stomacn injury tnat made him sick, in addition to the head injuries he maintains he suffer ed. He was examined by a Bend physician. Held In Jail The officers charged that the youth was insulting and used abusive language. The boy said he was confined in the Redmond city jail overnight and was not released until tne next aiternoon, at 2 p. m. During this time, he told his father, he received no food. The crews of the Alexander Yawkey plant will be given vacations only on today and January 31. While the logging and planer crews of the Ochoco Lumber com pany will observe only the Christ mas eve holiday, the milling plant will remain closed through next week for an overhaul of machin ery and equipment.- The Pine Products corporation's planer and yard crews will work through Christmas eve.
