the United Press today in an ex

The four-star admiral recently
retired after two years as com

western Pacific. As head of all
American combatant forces in
China his headquarters were at
Tslngtao, to which port 1,250 ad

disastrous consequences. With V-J
day, control passed to the United
States after a bloody march
across the Pacific. It is now pass
ing to Soviet Russia.
"Russia's position in the west
ern Pacific before the war was
not strong. Rather it was a posi
tion of vulnerability which tended
to weaken strategically the soviet
world status. The incorporation
and organization of Manchuria,
north Korea and north China in
the communist sphere of the
maritime provinces of eastern Si
beria is bringing about a shift of
economic and military superiority
from the United States to Russia.
"No one should be fooled by
statements that Chinese commu-

fold. Chinese red leaders have re
peatedly asserted loyalty to Moscow-guided
Lenin Marxist prin
ciples." Cooke was asked if in his opin
ion it is too late for the United
States to retrieve its position.
"Before wo try to retrieve it we
had better know specifically what
it is we want to accomplish," he
replied, speaking with the judicial
care which won him the nick
name, "Savvy," at the naval acad

U.S. Blamed for
Palestine War
Paris, Nov. 22 UFi Russia and
Poland charged in the United Na
tions today that t!fe United States
and Great Britain caused the
war in Palestine in hope of bol
stering the British Empire and
expanding the new American
"empire."
Semyon Tsarapkin of Russia
and Oscar Lange of Poland con
demned the Bernadotte plan for
Palestine as an Anglo-American
effort to dominate the middle
cast.
Tsarapkin demanded that the
general assembly call for the
withdrawal of Arab armies which
invaded Palestine last May when
the British mandate expired. He
also Insisted that the UN adhere
to Its original partition program
to set up independent Jewish and
Arab states.
Echoing the sense of the Rus
sian charges, Lange asserted that
the western powers misled the
Arabs in believing they would
win a war to eliminate Israel.
Tsarapkin charged that the Anglo-Americans
were trying to
bring Palestine within the sphere
of their military bloc and their
"oil monopolies."

Show Decline
New York, Nov. 22 'in Stock
prices deolined today in the face
of generally favorable domestic
corporation news, Including a rise
in steel production anu a preaic
tion that the automotive industry
will operate at capacity for at
least two years more.
Softness was attributed by Wall
street quarters primarily to a
policy of "wait and see" in ad
vance of the new Truman ad
ministration's legislative propos
als. Some analysts feel that not
much can be expected in the way
of a market movement until that
news is out.
Most bullish of today's news
was the announcement by the
Crowell-Collier Publishing Co.,
that its 12th annual survey of
the automobile market showed
current demand to be in the
neighborhood of 15,400,000, with
another 5,000,000 prospective buy
ers undecided about making such
purchase.
