Military Budget Hits Air Program Washington, Nov. 22 ll'i The air forcc'j 70-group program ap parently would be knocked into a cocked hat by military budget proposals now before Defense sec retary James Forrestal. It was learned today that these proposals might cause a cut of as much as 28 per cent in the strength which the air force rep resents as the minimum it should have at the outbreak of a war. The five-year 70-group program might become a 50-group one, ac cording to calculations now being made here. This would be not only 20 groups fewer than the air force argues are essential but seven fewer than it has now. Congress appropriated the money for the first year of the 70-group program but It failed In the pre-adjournment rush last June to pass a bill authorizing the full five-year plan. How It will react to a new budget proposing anything less than 70 groups re mains to be seen. The estimated cutback is based on a division of defense money proposed to Forrestal by a three service committee which kept within President Truman'3 $15, 000,000,000 limit for next year's military spending. The commit tee, some reliable sources say, recommended $5,200,000,000 for the air force, $5,000,000,000 for the army and $4,800,000,000 for the navy.
