"The shortage of rental hous ing ,is more serious today, espe clally In the smaller communities, than it was a year ago," Woods lorn tne united Press Jn an inter view. He said he will ask congress to extend the rent law for 12 months past its present expiration date, March 31, and to close what he considers three big loopholes in me present act. In addition he probably will propose that congress give him new authority to restore controls, or Impose them for the first time, in areas that may be boomed by new aeiense activity. Changes Sought , Here are the major changes he win asK in tne present law: 1. Eviction controls Restore federal control over evictions.. Now evictions are left to local courts. The result, woods said, is a serious black market in rents. 2. Treble damages Give the rent director power to sue rent violators for three times their overcharge. Now only the tenant can bring such suits. This means that landlords usually get off with simple repayment of the overcharge. 3. Criminal sanctions Provide jail terms annd fines for convict ed violators. This would give the rent director weapons to back up his orders. Now he has no such weapons. - Woods believes the new demo cratic congress will receive his proposals cordially. Capitol sourc es supported this belief. Some pro-New Deal senators were re ported pressing for an extension of two years rather than 12 , months. Situation Worse ! Far from being licked, the rent al housing shortage has gotten worse, Woods said. - i "This is due to the fact that new families are being created faster than new living units, plus the fact that many new units are priced out of reach of the aver age family," Woods explained. , He said rents on new units which are free of control now range from $90 to $125 for small apartments. - Prices for small houses run from $9,000 to $12,000, he said. "This is more than the average family can pay," he said. - An extension 'Of rent controls was one of President Truman's campaign pledges. As in the case of Ruth, the diag nosis of cancer in Dr. Hlppolyte M. Werthelm. 50. .came too late. It was disclosed today. Dr. Wer thelm died of cancer of the pan creas, the same type that killed tormer Mayor jtioraio h. la Guardia. It was Dr. Werthelm, a neuro surgeon, who performed the first operation on Babe Ruth in Janu ary, 1947. At that time it was an exploratory operation, and a pre liminary diagnosis of cancer was made, but it was not confirmed until rqpnths later. In the mean time Ruth's condition improved, but when the Babe suffered a setback months later his condi tion became steadily worse. , All the while Dr. Werthelm. who did not specialize in cancer, watched the progress of his for mer patient. Then last January the doctor himself became ill and underwent an exploratory opera tion. The diagnosis was indefin ite, and Dr. Werthelm returned to duty at French hospital the hospital where he had operated on Babe Ruth the first time. , Several weeks later, Dr. Wer thelm. became ill again and on his own volition entered a Bos ton hospital for a check-up. In June his disease was definitely Jlagnosed as cancer. As in the case of3abe Ruth Dr. Werthelm never was kold he had cancer, but his friends today said 'they felt sure he knew ft. In Dr. Wertheim's case the can cer had spread ttotn the pan creas to other parts of his body, a condition which usually is 100 per cent fatal. In the case of Babe Ruth the cancer had spread from the naso-pharynx. Medical men pointed out that early diagnosis and proper treat ment might have saved both Ruth and his doctor.
