Boys Camp Plan
Is Criticized
Salem, Sept. 29 P Former
Oregon Gov. Charles A. Sprague
today criticized the November
ballot proposal for acquisition of
the abandoned CCC camp at Timber,-
Ore., for a state boys' camp
ior delinquent youth.
1 i Sprague said the measure
passed in the 1947 legislature was
an example of a case in which
"sentiment got the better of
sound Judgment."
;The camp, Sprague pointed
out. Is 65 miles east of Woodburn
-t"too far from the nearest town
for recreation and in a rain belt
hot conducive to morale during
the rainy season."
"A camp of boys with a predis
position to devilment would ex
plode under such conditions,"
Sprague stated.

(United Frau Science Writer)
New York (IB Science Is being
Ignored in the battle to ease the
housing shortage, according to
Livingston W. Houston, president
of the Rensselaer Polytechnic in
stitute.
If there is blame lor the situa
tion, he believes, it should go to
the builders, designers, finance
agencies and, legislators but not to
the scientists.
Houston said the efforts of the
scientists to alleviate the shortage
have "largely been Ignored."
"In no other major industry is
the gap so wide between useful
findings on one side and their gen
eral application on the other," he
said..
Favors Central Agency
Houston believes there should
be a central agency to correlate
and disseminate the findings of
science which are applicable to
home building.
Houston said the American peo
ple "are ignorant of the possibili
ties lor good family me wnicn
have been opened for them."
He said scientific standards ef
fectively outline, minimum hous
ing requirements tor goon neaiin,
adequate family -space, light, prl
vacyc work, study and sleep.
Furthermore, he said that Dhvsl-
cal science has analyzed, structural
systems, has recorded tne
strength thermal value and fire
resistant qualities of all available
materials.
The desirable properties of
many, of these have been enor
mously : Improved and many
worthwhile -new synthetics pro.-
duced," he said. .
Also, the social sciences nave
shown that low-cost homes cannot
be produced in quantity without
mass production, ano mat mater
ials and their assemblies must bo
standardized. ...
Public Funds Usable
And for one more: Houston said
political science has found ways
"well within tne scope oi Amen
can democracy," for using public
law and public finance to alleviate
some of the distressing phases of
the housing crisis.
Yet, despite the advances, the
housing shortage continues, he
noted.
He charged that "monopolistic
control" of building skills by la
bor, the semi-monopolistic con
trol of building materials by in
dustry and high land value re
sulting from the "monopoly of na
ture" were the basic forces
blocking a broad program of
home building.
Bauxite Found
In Clackmas Area
Portland, Sept. 29 (IB A new
bauxite area of undetermined ex
tent has been found in Oregon,
the state department of geology
and mineral industries disclosed
today. ,
The area is about six miles
southeast of Estacada in Clacka
mas county. It extends for about
one mile on the southwest side
of the Clackamas river.
Samples studied by the depart
ment geologists showed different
characteristics from bauxite
found in Columbia and Washing
ton county areas of Oregon. The
department said samples indicat
ed the bauxite was too high in
silica content for economic use in
praducing alumina, but might be
of value for other purposes.
