Stocks Move Up;
Start Is Slow

stock market moved up strongly
today after a faltering start and
all sections of the list hit new
high ground since mid-1937.
First hour selling was Inter
preted in Wall street as only a
normal reaction of the six suc
cessive preceding sessions of
sharply rising prices. When trad
ers showed little disposition to
follow the opening decline new
buying developed and spread even
into the "war baby" rail and
motor groups.
Sentiment was bolstered by fa
vorable remarks at a number of
stockholder meetings,, including
those of Borden Company, Ameri
(can Telephone, Blaw-Knox and
I Crucible Steel. The heads of Blaw
'Knox and Borden reported good
March quarter results and a fa
vorable outlook.
Walter S. Gilford, president of
American Telephone, said his com
ipany looked to the post-war years
with confidence and said improve
ments will lessen the cost of serv
ice and make possible increases in
real wages of employes;

Portland, Ore., April 18 u
State highway commissioners will
give- Lane, Clackamas, Marion,
and Malheur counties the longest
lengths of new county roads, when
post-war construction plans for
1719 road miles, within the pro
posed scope of 5,019 miles of state
primary and secondary highway,
comes, true. A pro rate basis of al
location was used.
Lane county will get 97.89 miles,
Clackamas, 96.80 miles, Marion,
93.06; and Malheur, 89.79. Others
include:
Crook, 32.78; Deschutes, 44.49;
Harney, 76.30; Jefferson, 18.00;
Klamath 77.33; Lake, 69.48.
Twisting Wind
Whips Over City
A miniature "twister," slow of
movement but with considerable
lifting . power, whirled through
downtown Bend shortly, before
1:30 this afternoon; touched the
rear of The Bulletin building, then
raced across lots to the Troy
laundry field, where it carried a
huge cloud of dust high into the
air. x
As the whirling wind struck
the playfield, a high school gym
nasium class was exercising. Boys
scattered in various directions.
As the spiralling wind moved
south, it carried into its vortex
debris ranging from old papers
to dry weeds.

Airport in Eugene
Released by Army
Eugene, Ore., April 18 unKu,
gene's new municipal airport was
given back to the city today with
the signing of termination papers
by the army, which has managed
the airport, Deane Seeger, city
manager, announced today.
The army will also turn back
to the city former NYA buildings
in the Skinner Butte area, Seeger
said. The buildings may be used
by the city school board and the
University of Oregon, which have
applied for their use in expanding
the city's vocational school and for
housing war veterans expected to
enter the university as students.
TIIEFT CHARGE FACED
Byron Gottfred Berger, 21, who
recently came here from Utah and
made residence at -1445 Cumber
land street, today was being held
by state police for the sheriff of
Fairfield, Idaho, on a charge of
larceny of an automobile. Ac
cording to Sgt. L. L. Hirtzel, in
command of state police here,
Berger admitted having posses
sion of the car and that he aban
doned It before crossing the Idaho
line into Uregon.
