Prices receded frac tions to more than 2 points with the general average at a new low since February 2. Toward closing time many is sues advanced: their lows, but a majority retaineddeclines. There were a few strong exceptions, in cluding Pere Marquette issues, up as much as 3 pointson resumption of dividends after an 8-year, lapse on the prior preference stock; and Nickel Plate issues, up as much as 514 points in the pre ferred on announcement ol plans to refund nearly $60,000,000 of the road's bonds.
