Transactions, though slightly under yesterday, exceeded the mil lion share mark for the 18tli con secutive session. Principal reason given for the decline was the recommendation of Marriner S. Eccles, chairman of the federal reserve board, that a wartime excess profits tax be ap plied to speculative gains on stocks and real estate. However, technical factors also played a part since the market had risen for eight straight sessions to new highs for more than seven years. The Eccles statement confirmed in the Wall street mind recent ru mors the federal reserve planned to eliminate all margin trading. That rumor has neither teen con firmed or denied by the federal. Patton's forces ad vanced up to three miles along a 55-mile front today, capturing more than a dozen towns.
